Regular meeting of the Council of the City of Petaluma called to order by Mayor Parent, ROLL CALL: Present: Councilmen Ellis, Gustafson, Van Bebber and Mayor Parent. Absent: Councilmen .Crinella, King and Matzen. INVOCATION: Invocation was given by Reverend Lorne J. Mee, Methodist Church, APPRO OF MINUTES: Minutes from the meetings of September 21 and 28, 1959, were approved as recorded. PETITIONS & COMMUNICATIONS: Letter. dated Sept, 22, 1.959, received from General Truck Driver, Warehousemen & Helper's Union, Local" 4624, signed by Business Representative Glen Clark, enclosing copy of prevailing wage :scale of construction industry negotiated as of May 1, 1959, read and filed. Letter from Dr'. _ Wm.. R. Manning, City Superintendent of Schools, dated Sept, 30, 1959, informing Council of appointment of 'Mr. - Walter Peckham as their representative on the City Planning Commission, read and filed., REPORTS OF CITY OFFICIALS: City Manager Claims approved for payment by the City Manager were submitted and filed; whereupon, Res. #2323 N> C. S. introduced. by Councilman Ellis, seconded by Councilman Van Bebber, approv- ing i claims and bills (Nos. 1009 to 1247 inclusive and Nos. 33W to inclusive, was read and adopted by 4 affirmative votes, 3 absentees. S' introduced by Councilman Ellis, seconded by Councilman Gustafson, entitled, "RESOLUTION ACCEPTING COMPLETION OF CONTRACT FOR THE WORK OF IMPROVING THE DRAINAGE ON' MTe VIEW AVENUE, McNEAR AVENUE AND GRANT AVENUE IN THE CITY OF PETALUMA e was read'and adopted by affirmative votes . 3 absentees. Novernbero It was brought out this matter had been thoroughly discussed with the Board of Education at a recent joint meeting of the Council and the Board. A poll. wa:s taken which revealed 4- affirmative votes and '3 absentees in favor of endorsing the - school - bond election as,requestedo The City Attorney was directed prepare_ a resolution along these: lines in order to make the Council's action forma.lo The resolution was to be presented.'at the nektmeeting. Ord.. #556 NCS De, Roo Annexation.Al Councilman Van Be. bet repokt: `t t some problems had arisen in regard to the extension of approximately 2.00 ". of Water line in De Roo AnnexationAlo He stated that the Water Commission had recommended that the City abide by the'ordinance pertaining to such cases, Which . specifies that the subdivider shall extend the lines necessary to a point -where 'an adequate supply can be given, `This .subject was brought up in order to avoid having to break into the new street (Mto, View Ave..) at some time in the.riear future in order to extend the water libe, Councilman Van Rebber stated that the s:ubdiw vi.de.r, Mr, De Roo was .not in position, at this time, to finance the exten- sion of the water line. (2) (cont ":d) October S, 1959 De Roo Annoxati.on. l cone ° d City Engineer Al Roberts pointed out. that the adoption of the ordinance approving the annexation, would not preclude installation of the water line by the subdivider, City Manager 'Ed suggested, in order tc solve this problem, that Mr. lie Roo could put up a bond guaranteeing repayment of the cost of this work to the City within a specified length of time. It was decided that the City Manager, City Attorney, City.. Engineer, Mr. De Roo and members of the' Water. It will be necessary for Mr. Avilla to get together the remainder of the property owners in the area before the City can - act as a collection agent in connection with future connections to the proposed. Line. INTRODUCTION OF ORDINANCES: Water Dept. Submission of Budget Proposed budget of the Petaluma City Water Department for 1959°60 was 'submIned. and filed, (Councilman King entered the Council Chamber. The time was approx:imatel.y 8:1.5 p, m. , o ) - Mro . Wes Hill., Manager of the Water - Dept. , . explained that in hiring another `man for the Water Dept. ; it was their intention to eliminate the hiring of Haas - Co.o . on service installations. This man would also help with the operation of the i.n.takes in. the w'i.nter and relieve employees who were on vacation in the summer. Mt. Hill stated that an extra girl had been added. to the Department. °s office staf=f. in order to handle work which was formerly done in the, San Jose office of the Calif, Water Service Company. (Approximately 8:30 pa mo Councilman Crinel.la joined the meeting at this time. ) Councilman King referred to an item. under Estimated Obligations, Water System. Acquisition .& Construction Fund, which provided for a payment of $7500. to , Stone & Youngberg for negotiating agaedu.ct. He dial not feel that the services of Stone & Youngberg were necessary in-this matter. After considerable discussion, the Council-agreed to delete this item from ,the'budget until they had met: with the Water Commission and Supervisor Shoemaker for further information on the subject, After this meeting, the Council could again provide for the-$7500. expenditure in the budget if so desired. Mr, ..Schruers stated that perhaps Colonel Tbrnell would willing to have - afoasibility report'mdde on the City`s proposed'project at'his own cost After further discussion, relative to feasibility reports -it was decided that Mr. Schruers should appear before the Council ,atthe next meeting; bring.= ing back infotmationas to whether or not his f rm'wou - pay -for a feasibility report. Mr., Schruers was'also, asked present the Council with a financial, statement of his firm and 'a time schedule on the development of their proposed boat harbor. A decision would then be mad.e,, 'based 'on information, as to whether �or not the City should go 'ahead With its 'applicatio n in 1. connection with a feasibility report. (4) (cont.'d) October 5, 1959 River '& Harbor Improvements - cont'd 'The City Manager was directed to check with the Corps of Engineers concerning the use of 'the turning basin for a boat harbor. . Outside Sewer Permit � - Edward Avilla - cont'd - Mr. Avilla appeared`before'the. Council at this time concerning the status of his application for connection to the City sewer system. The City Attorney asked that Mr. Avilla come into his office with a map showing who is willing to contribute to the subject sewer line; what their percentage of contribution would be; etc. Plumbing Code After a lengthy - discussion concerning. the "administrative authority" as set forth in the - proposed - ordinance; appointment of a Board of Appeals; the type of Mate contracting - . license - required for certain types of plumbing work.; etc., the following changes were directed to be made: (Councilman Gustafson left the meeting shortly after this discussion began. The time was approximately 10:15 p.m.) Sec. 3 Administrative Authority Assistants The words - "Plumbing Inspector" were changed to: "Director of Public Works ". Sec. 3 - Duties of the Administrative Authority - The word ' "such" was added to the paragraph reading: "Require submission of, examine and check such .plans and specifica- tions, - drawings, - , - descriptions, and /or diagrams necessary to show clearly the character, kind and extent of plumbing work...... , " Plumbing Inspector Earl. Gregg answered various questions by the Council regarding the Uniform Plumbing Code. • Mr.. Milton Forman &- Mr'. Gene Gorlick, local plumbers, also entered into the discussion, expressing their opinions on the proposed code. They favored `having a Board of - Appeb.ls, but felt that contractor members of this board should be--plumbers- ' not electricians or builders The Council:agreed - that a Board of Appeals should- be appointed for assistance in administration of the - The - City - Attorney was directed to investigate the possibi:lity having one common Board -of Appeals for all three codes -.- building, electrical & plumbing.
