Regular meeting of the Council of the City of Petaluma called to .order
by Mayor Pa -rent.
ROLL CALL
Present: Councilmen Crinella, Ellis, Gustafson, King, Matzen,
Van Bebber and Mayor Parent.
Absent: None.
INVOCATION:
Invocation was given by Reverend Fred E. Rusk, Presbyterian Church.
APPROVAL OF MINUTES:
Minutes from the meeting of Oct. 15, 1959; were approved as recorded.
PE TITIONS & COMMUNICATIONS:
Letter from Mt.. Stan Dickson dated Oct. 20, 1959, requesting, on
behalf of the local Automobile'Dealers' Association *and the
Committee, - that Kentucky - Street, between:: Wash. & Western Ave. ; be closed
from 7:00 a. m,; to 9 :00 p. m. on Nov. 13, for the annual auto show, read and
.tiled. The letter stated that the- Merchants'. Committee agreed to reimburse
the City for its loss: revenue from the parking meters on Kentucky Street.
The following resolution was then adopted:

Letter from Wesley R. Ott dated Oct. 20, 1959, - complimenting Fire
and Police` Dept, for courteous and efficient work done in connection with
accident on Aug. 24, 1959, read and filed.
Copy of resolution adopted by Board - of Supervisors dated Oct. - 13, 1959,
approving and authorizing - execution of agreement relative to sewer line
serving Petaluma Veterans:War Memorial Building, submitted and filed.
In. connection With this matter, City: Attorney Ed Robert called - the
Council`s attention to the possibility of annexation of the NlcNear property in
the near future, which he believed would have to go along the street. Under
the City-'s ;agreement with the .County, the City can give 30 to 60 notice
and the sewer line would then belong to the City. The County would then
have lost the right to collect from the 'adjoining property owners . -- those
properties between the bowling :alley and the South City - Market s At this time,
he believed the only Way the McNear property could be annexed would be to
take the highway, unless the Baker property and property on which Off itt's
Cafe is located is also annexed. Although this situation is still merely a
possibility, Mr. Robert felt the Council should be aware of it.
Mayor Parent believed that when this actually came about the Council
would be able to work :out a solution which would be equitable to all parties
,concerned.

There was considerable discussion relative to the delay .i_n_.t

discussed., Member's of the Council. felt that this paving job was an. example
of'very poor from a standpoint of appearance..
City, Engineer Al Roberts stated. that he had discussed
with the .contractor and 'did not intend to accept the work in - its - present oofidi -
tion. He believed the ?actual: wearing quality off the pavemencto be,,
although the appearance . and smoothness of it' are not. Mr., Roberts explained
that the contractor Was going to sand seal the 'area between McNdarAye. and
th limits'.

Councilman Van Bebber made 'a .motion that the time request
be tabled unt:i.l. after completion of the work. However, - Counci.lmen Crinella
and King felt that the contractor should be granted the time extension at this
time, in order to correct the improper work: which had been done.
After. further discussion, Counc;i.l_:rx�an Matzen seconded the 'motion
formerly made by Councilman_ Van Bebber, that the time extension request
be nbled. Roll. call was taken and. the motion was defeated by the following
vote:
Ayes: Councilmen Ellis, Matzen and Va:n .Bebber.
Noes:. Counci.lmen.- Crinella, Gustafson, King -& Mayor Parent.
The resolution granting *a time extension to the contractor was then read.
In answer to a question by Cou.ncil:man. Crinella, the City Engineer
stated that his office would do its best to supervise the completion of this
project to assure that a proper and satisfactory job' is done. Councilman
.Crinella felt that the contractor should be made "aware of fact that the
Council does not intend to accept this work unless it is done correctly.
The resolution was then , adopted.

Councilman King. remarked that he did not believe a 5 -ton load limit
should be posted on any newly constructed street° He felt that any such street
should be able to hold up under this weight.

Considerable discussion took; place relative to .the site location m be
specified in the City Planner "s reports, etc,
To a question by Mayor 'Parent, Mr. _ Don Thoms stated that the 'C.'i:ty
- cold .depend on the Petaluma Chamber of Commerce to help in gathering
information etc. in regard to` the small.boat harbor project.,
'Two resolutions concerning the application -for a planning loan were
read. at thi time, before 'voting orb _these resolutions -; the Crty,'Attorney
pointed out that the Council would have to decide the amount of money itwlshes
to borrow, - hoer it is to be repaid, etc.
Councilman Icing believed ent:i:re Council should rey-iew the Varlou`s
sites along the River with the City Engineer and City Planner before deciding
on a proper si,t:e for the ha r bor; that this matter - should - be very - thoroughly`
studied by the. Council before 'subm.itting a, proposed - .site - location in the reports
mentioned by Mr'. Coleman.

In regard to spec_rficati:ons on both of the above mentioned "autos,
Councilman Ellis sta:�;ed that he had contacted 4 gatages in town. Out of all
of these, only one could 'm.ake delivery in time that they could bid on...
the cars. . He slated that the car ager..tcies contacted all seemed to feel that it
would be better to wait 2 weeks in order to learn -the. , outcome' of the present
steel_. strike.
The.majority of the Cou -n.c l..being in agreement with this procedure,
action on the matter was tabled for the time being.
Several questions by member's of 'the Council., in regard to various --
equipment for the Water Dept, car, were an -veered by. Wes - Hill - , �. Water Dept,
Manager. It was brought that va.raous alternates had been included in the
call for bids on both. case.

Water wept.
Specifications for a 1. /2 ton pickup truck. for the Water Dept°
were submitted and filed;. -whereupon,

Other City Officials
Monthly reports -oaf the various City Departments were submitted and
filed,
Councilman Tan Bebber expressed the opinion that many of these
reports could be streamlined, omitting certain facts figu..res which are
`actually not of too much consequence and correlating other• information in
order to present a clearer picture as a whole, Referring to the
report of the Dept. of 'Publ e `Works, Councilman Va:n Bebber stated that it
might be , good idea to shove the hours put in on various projects
Other members of 'the' COUD.cil being in agreement that these reports
could he: to 'e,llminate some of•the less important - figures, etc. ,
the -City; `Manager was �difected: to conta.ct:.the Department Heads on, this matter
and 'see what could be worked oust.
Councilman Gustafson requested that a report be submitted showing
the c_ ost and time involved in the construction of the City's leaf - sucker machine,
City Manager Ed stated that he could - submit figures on the cost
of this machine, however, he did not believe there was a, record of the hours
spent in this work.

Bonding of City Treasurer re Wart,_')_.
Referring to a book entitled, "r5'16d(;Fa y for Accountants',' Councilman
King pointed out the fall cles of City's prese'nu Warrant system, The book
'a d
explained that this system involves dup1J.caTJ.o in that warrants and checks
have to be prepared to cover the same set of tra.t')-gactions; and. in effect, the
banks pay out money without th - approval of the Treasurer because they first
pay the, warrants .. .and then ask the Treasurer to reimburse them, In order
to properly bond the City Treasurer, Councilman. King believed It - would involve
an enormous bond u nder the City's present system In order change this;
a charter . amendment would be requ Councilman King felt that the Council
should give this matter considerable study before the next. City election in order
to work out a, new system. which coutd. be, presented to the voters in th.e.forni of
a charter amendment,
Mayor Parent that after talking, with Mr. - John Wadsworth, he
also realized that the warrant system was quite obsolete, He noted that -
Mr. Wadsworth that unti.l sortie change was made, there should
be additional bonding on the City Treasurer.
Members of the Council, made it that this discussion was
certainly not meant to I cast any reflectio,01 on . the character; of the present
City Treasurer,
At the - suggestion of 'the Cit Manager, a date was to be set at next
Monday night's. m eeting for the Council's review of the City sewer plant
with Mr.. Jenks.
Mr. Frank' informed the Council that he had received letters from
several private and the State of California relative to cost and procedure
on classificatlon - and sa.l.ary surveys ,
This subject was to be discussed at the - adjourned meeting next Monday.
The City Manager called the Council's attention to a - letter recently
received f rom the City. Cleft, a.dvtq.i.ng that the City could save $448. 87 by
making , pay ment'on the `aerjal- ladder fire truck by December. 15, 1959
Mombefs of the Council unanimously agreed that this payment should
be made as suggested, arid a resolution was directed to be prepared.
Councilman Van Bebber requested that the Public. Works Dept. give
first p to work on the sewer estimate for the proposed Gossage Annexa-
tion north of - town.
Cit Al Roberts staxed that he could have a report by the next
meeting-, based on a preliminary estimate on the- general coE�X (?f a project
