APPROVAL OF MINUTES: Minutes from the meetings of Nov.. 16 and .23, 1959, were approved as recorded. PE & COMMUNICATIONS: Letter from Harry N. Jenks, Consulting ;Sanitary Engineer, dated Nov.. 27, 1959, re development of ultimate plan for ,Petaluma sewage disposal. facilities, submitted - and filed. . Mr. Jenks had quoted a fee of $750.00 for the consulting, work outlined in his letter. The City'Attorney was directed to prepare a resolution authorizing t1he hiring of 'the Jenks firm to do this work - . Letter. from Petaluma City Schools signed by Dr. =Wm. R. Manning ,and darted Nov. 25; 1959, stating that the Petaluma Board of Education had Unanimously approved the proposed McDowell Park - School Development plans a: s .submitted, read and filed. Letter from Gordon W. Miller, Chief Engineer ;. Sonoma. County Flood Control & Water Conservation Dist. - re schedule of meetings re Petaluma Aqueduct, read and filed, - At the suggestion of,Councilman Crinella, - Council- man Va.,, Bebber was . asked to find out if it would be possible �to "keep the Council apprasied of the progress made at these .meetings TO a .question by Councilman Matzen; Mayor 'Patent answered that at a meeting this afternoon Mr.. Layton had stated felt would.be too late tol hire Stone & Youngberg this time. Three months ago he would have advised the - hirin g - of such A consultant firm, but`'not now: :. Councilman Crinella stated that he .believed' negotiating - a contract the Petaluma Aqueduct was within the field of - a consultant engineer and that ,Mr. Layton seemed to 'agree that he could handle this matter. Letter "dated Nov. :30, .1959, ,received - from ; Mr. - Maynard Garrison, owner 'of.' property now occdpied by - the .Montgom'ery :Ward store in Petaluma, suggesting that'a parking ,lot be constructed across the Petaluma River, read and filed. There followed a general discussion of the parking problems- _in Petaluma and 'the methods other cities are using to solve sirriilar problems. City Manager Ed Frank informed the. Council that some of the merchants had 'asked: that the time limit on the Water - Street parking lot be changed from 4 hours to 2 hours. Hill Plaza Park Improvement Plan .T eons °'d After discu§siozi'on the subject, during vyhi.ch other members of the Council agreed that Councilman King °s proposal sounded very feasible, the City Engineer was directed t:o investigate the matter.of developing the parking area - 'along - those lines. .Mr. Herold Mahoney addressed the Council stating that as a business man in that area, he would certainly like to see something - done about the wall ,along the park, - whi:ch..be believed was dangerous. - -He felt that an "L" shaped. park:.ing area on Mary St. .and Petaluma Blvd. would be of great benefit to the merchants in the area. Lights i n Hill Plaza Park Ctty Manager Ed F snk':.reported on the light - situation in H ll.Pl.aza Park, ekplaining that there seemed to have been a little confusion on the part of the P. G. & E.. Underground 'Electric District Mayor Parent informed ' the Council that the representative for one piece, of property in the district, who had not yet been contacted at the last meeting, had now been called on. . Also, he had met - with .Mr. Morgan of the P. G. & E.. Co. , the City Manager,, City. Engineer and: City. Building -& Electrical Inspector, and had decided that a letter should be sent to everyone in the - district, informing them of `the Council's action 2years relative to having the underground district, etc. - , - and that they will be notified when their property is coming up - for consideration.
