regarding requirements for adoption of resolution accepting terms of its
resolution, re $10. Planning Loan, read and filed'.
Councilman . King 'stated that he had heard the State - Commission was
going to be very strict in requirements .concerning economic feasibility
when g ant ng planning Loans. He believed the City 1hould hold this matter
over until. it was certain - of the State °s policy, - inasmuch - a,s the City would be
spending $40e 000. for'nothi:ng if the State did not feel that` Petaluma °s proposed
harbor is economically feasible. . Councilman King further stated that, in his
mind; the facts a.nd presented in the application for the City's planning
loan did not show a- true picture of the situations
Other members of the Council. stated that they were aware of the fact
that. the. City was iaking somewhat of a chance .in this matter. . However, they
felt: that the harbor project would be proven economically feasible,
Councilman .Crinell:a believed the City was going to have to pay a
qualified firm to present facts figures in the matter and determine. once
and for 'all if such a - pro'ject, would be economically feasible.

Realtor Clarence Hansen representing Dr. Lee; explained they
had discussed this proposal with :sever° *l - of the - merciants, - he felt the project
was definitely feasible ; - and; in - _effect p - the lot would prdvide .free parking to
shoppers, supported by - the - �merchaniso Mr. Hansen stated they - would be

Re- Purchase of Property Adjacent to Police Station confd
Mr. Robert: read a letter which he had writtenjo the former owner of
the subject property on. Dec.. 18, 1959.a' The letter was addressed to Mr. Angelo
Pieron and requested that the property owner advise him, as to whether the
approximate amount of $4, 000 00 would be an acceptable sale price.
The City At torney was direr° ted - to continue negotiations with the property
owners for the purchase of the subject property.

The City Manager explained that the subject plan had been prepared
following the last t - Council dioc�:ussion.on this matter, in accordance with
suggestions made at that time° . It'was hoped that action on this would be taken
sometime after the .first of - the year
City Engineer Al Roberts noted that this plan contained 55 parking
spaces,
Councilman Van .Bebber suggested that this lot be operated on a gate
system -, rather than having parking meters. By this method, people would
deposit their money for parking - upon leaving the lot, The .City Engineer felt
that this system would be worth . looking into.
Councilman King stated that he did not favor this particular plan. He
did not think the City had enough money to do all the work involved. Also, .
he believed the Council .should not spend all of its available funds on the one
parking project, but felt that something should be done in other aweas as well
as this one.
Mr. Frank stated that :if the general idea of the plan is acceptable to the
Council, there would be a report made as to costs and how the project could be
financed.
In view of the fact that the City would have to replace the retaining wall
at Hill. Plaza. Park in the near .fu:ture, Councilman Matzen r. equested to know what
this work -alone would cos,:. The City Engineer estimated this work to cost

Plans for the development: o the subject park, adjacent to the McDowell
School, were submitted and filed.
After discussion - regarding the cost of a project and from where
the funds would, made available, the City Manager was directed to secure
figures on the approximate cost to the C ity, etc.,
Councilman Gustafson noted that he believed it was the intention of the
Recreation Comm. ission to have this work done over quite some period of time,
rather than have it completed as one large project,
Ed Avilla Outside Sewer Connection - Changing Length of Agreement

The City Attorney explained that this had come about as a
from Mr. Avilla. - He stated that Mr. Avilla, feels that 5 years is insufficient
time to give him any -reasonable assurance of collection from the other
