It was noted - the Fire : Inspector is now ,using` his own car
in his work : for - wh ich he receives - 140.00 perm nth, It was .the feeling of .

Mr., Layton addressed' th,e Council ekplaining that the s'ubjegt report
develops a long range .program fore'castiiig needs for- the - water system to
approkimately the year 2000 • noted that the plan- is a guide ,to be _used in
the future. - Mn . Layton 'suggested that �the..3 maps contained in. the report be
posted on a bulletin board in the City,Hall
Mr. ; La.yton' answered 's eve ral "question presented by m of the
Council. He 'stated that hey would not advise selling `water •to the
4 year college at a cut` rate; that'the City's water system: is .defici'eht relative.

forth a formula for. projected lines being installed by developers.

Mr. 'Layton 'expressed his appreciation to Mr.. Hill, Mr. Axthelm, the
entire staff of the Water Dept., the City. Manager 'and other City Officials for
the cooperation given, him during the preparation of his report.
A letter from North. Marin County Water Dist. dated Dec. 31, 1959,
re alignment - of proposed MarinA.queduct south of'Petaluma, was read and
filed at this time. 'The letter suggested that they meet sometime next week
with the representatives of the City of Petaluma to review this problem.
The City Attorney explained that Mr. Layton would like to know if he
is authorized under his agreement to attend this meeting:
A motion was made by Councilman.Van..Bebber, seconded.,by Councilman
Crinella that Mr. Layton be authorized to attend the meeting with North Marin
County - Water Dist. The motion carried with ,7 affirmative .votes.
The City Engineer; City Planner, City. Attorney and Councilman
Van.Bebber were also to attend the subject meeting.

On behalf` of the Council, Mayor _Parent complimented `Mr.. Frank 'on
his st:_rvice as. City Manager `of Petaluma for - the past eight years and wished
him wel.i on his new position as City Daly City:
The City. Attorney. was directed to prepare resolution accepting this
resignation.

subject project stating that the "L" .shaped lot would -result in the lowest cost

There was discussion relative..to .the size of parking stalls, pedestrian
walkways, the slope of the embankments, .:etc.
Mr. Herold Mdhoneywaddressed' the Council stating that the merchants
in the area are highly in.fawor of this plan.
Mr. Don Thoms; Chamber - of Commerce ;, stated that their committee
which has working on'the City' s parking"problern-would like to see the
subject plan expedited; He d that their next" meeting would be �at 3.30
next Thursday and welcomed the City to attend these meetings,.

Relative ao a v ailable money for the project, the City - MAnager ,informed
the. Council. that there was $10; OQO. 00 in this ypar' & budget. He'went onto
estimate'.the app.roximate'Amounts which would. be in other' funds the end of
the fiscal year' and could be. applied .to the balance of the cost of the project,..
Councilman .Crinella suggested that thought be given to construction of
20 or 30 more parking 'spaces along the Kentucky,�$treet side of Hill. Plata Park.

The majority of - the Council being in favor of the subject. plan, the City
Attorney was .directed to prepare a resolution setting forth the Counc "il's
intention to proceed with this development:

It was; ;felt that after discussing the lease with , the merchants, I and _if',they were
agreeable to'his Dr. Lee could then.com back to the Council for
a final decision in the matter,
Re Use -of Pepper Kindergarten
Report of. Fire C ief'J M.,''E'aglin dated Ja.n. 4, 1960; stating that
unless action is - taken by the Council to renew the present - agreement''with the
Pepper Kindergarten his office will be forced to follow the recommenda,
tions of the State .Fire'Marshall, City Building, Inspector and�.Fire Inspector and
cause the - Pepper Kindergarten to be closed; read and'filed<'
Fire' Chief Eaglin' stated that the Pepper Kindergarten- Trustees were
now in the process of locating 'a new site and` should probably be in a new
building at the start otthe Fall term -
Mr: Herold Mahoney President of the Petaluma School Board; stated
that they had 'not -taken any definite action ion the-request of. the: Pepper
Kindergarten:Trustees� purchase -a parcel of 'land owned -by the Petaluma -
School Board. - However; -he would try to have .the matter on the Board's -agenda
for its meeting next week°

be sent . to the Pepper Kindergarten Trustees. that remedial action should be

The . City Attorney was . to notify 'the Pepper Kindergarten
TrUstees of the 'action taken tonight by the Council.
Councilman Van,Bebber suggested that thought be given to the correct
zoning of the block bounded by. G", -Sixth and -Seventh Streets inasmuch
as this property . includes the parcel of land which the .Pepper Kindergarten is
interested in purchasing from the .Petaluma Sch pol Bb a id . Although' there
are commercial. buildings located on the block, it is zoned "R- at the present
time. Councilman. :Va'n'Bebber f6lt that this could present, problems so far as
the school. is concerned', etc.
The 'City Manager was. to present this problem to the
Planning Commission for its consideration at the. next meeting,.
