ROLL - CALL: Present: Councilmen. Ellis, King, Matzen, Van.Bebber and Mayor Parent. Absent: Councilmen Crnella & Gustafson. INVOCATION: In the absence of Rev. James Kiely, an invocation prepared by another membe .of the clergy for a previous meeting. was read by Mayor Parent. 'Re Purchase of Property Adjacent to Police Station Letter`dated' Jan.° "15,. 1960, received _from Silvio `& Alice Piccinotti, owners of the subject property,. offering to sell said property to the City of Petaluma for a total price of $4, 250. 00, read and filed'. Mr. Robert noted that Mr. Piccinotti had agreed to remove the house which is now on the property. However, he would -Pike the Council's permis- sion to close the alley between the house and the police* station during the removal of the roof - from the house etc. Mayor Parent stated that he could see no difficulty in arranging this. Since than time, however, - a simila,r question had-been litigated th.rbugh, courts . involving ,the City of Berkeley. - Due to th I e facts and ruling in ,that case, it Was the C ity ity Attorney''s opinion that the . City of Petaluma could use Hill Plaza Park'for parking purposes. -, For the - benefit. .of those present,.- Mayor Parent explained that this Council had first become 'interested in the pkpject because - ofbeingfaced s - with the problem of repairing,..'th k .1 -retaining walls, Which has been estimated ,to cost approximately 2j, 000. to* $1.6, 000,­ � It hAdthen, been .suggested that perhaps parking facilities could be installed in the in order to solve two problems. The City, ngineer then went over the proposed'plan, - -explaining that approximately 1/2 of the park -area was proposed for parking use; aPproxir- mately 3/4 of the entire park would be involved; the banks of the park would be landscaped- etc. Mr. Fred'Matte.i and Mr. Donald Thoms addressed the Council expressing adesire that the City have a complete parking survey made of the needs of the entire - business district Councilman King went over a plan he had proposed, which would, involve a portion: of the park. '(pont'd) ti I .1 ,(2) Cyr January 18, 1960 Parking Facilities - Hill Plaza Park cont'd Some of the people who had protested the construction of the proposed L-shaped lot at Hill Plaza stated that they would not object to Councilman King "s plan providing it did not involve the use of too large a portion of the park. However some of'the people who had favored the L- shaped lot believed that. Councilman King's plan would not provide sufficient parking. Other members of the audience felt: that the entire park should be used for off- street pa rking. Mr. Mahoney stated that he did not favor Councilman King's plan, as he felt the wall along the Petaluma Blvd. side of the park should also be replaced. A nigh school student presented the Council with .a sketch of a parking plan he had in mind for the park. At the conclusion of 'the discussion, Mayor Parent stressed the fact that members of the Council were obligated to do what they believe is best for the City; the Council will act in this matter for the. best inter of, alFthe citizens of Petaluma. The City_ Engineer was directed to prepare a parking plan for Hill -Plaza - Par!:_, based on the suggestions .of Councilman King, to be presented to the Council. at the next meeting. 10:00 p. m. - A recess was declared at this time. 10:10 p. m. - The meeting was called back.to order. REPORTS OF CITY OFFICIALS' City,Manager ? Claims approved for payment by the City Manager were submitted and filed. Councilman King referred to claim #260W, R. E. Layton & Associates, expenses & per diem during Dec. , 1959 re Petaluma Acqueduct meetings in the amount of $929. 450. He wondered if this work would be considered part of the study Mr. Layton was required to make in correlating the Coyote systein with the Petaluma system. It was pointed out that the meeting covered by the subject claim had been requested by City.Council and was in regard to the need of hiring Stone & Youngberg, etc. The resolution approving claims was then adopted as .follows: Res. #2379 N. Res. of Intention to Construct Off - street Parking Facility at Hill Plaza Park Before adoption of the subject resolution, Councilman King stated that he believed members of the Council were pretty much agreed that something will be done in the Hilt Plaza Park area. However, he noted that this was merely a resolution of .intention and did not pertain to any particular plan. Res. #2385 N. Proposed Old Adobe School.- -Report of Meeting re Same Councilman King reported on a meeting he had'attei ded this afternoon with the City. Attorney, City Engineer and representatives of the Adobe Union School District. He stated that it was now pretty well decided that they will go ahead with construction of a new school on .the proposed site a portion of the Terrib,ilinipr.operty and a.portion now .owned bv.-the -City of'Petaluma. Councilman King went, on to explain that the,-School Board will need some sort of agreement with the City in regard to the extension of Maria .Dr,ive concerning fire portection; size of Water and sewer mains; storm drain, if necessary; width of the street; etc. The City Engineer had recommended. that. the street be widened - to 60; °, to which Councilman King believed the.S.chool Board would have objection. At the subject meeting, it had been .agreed that the School' would pay for 1 f 2 th_e total. cost of. extending Maria Dr.,, including utilities'.° and the City would pay 1 /2R - the City would construct the street and then, be - reimbursed by the School 'Board for SO%- of the total cost. Councilman King asked that - the Council. decide - as soon.as possible if they would be willing to sell the portion of City property involved in this matter at the rate of" $2500, 00 per acre, pay for 50% of the street costs, etc. Councilman King also _noted that the School Trustees desired to have the subject school _property` - annexed to City. - The City - _$nginee.r was directed to furnish the - Council with figures on the entire situat on.for next Monday nigtkC-s study session. Mt. View Ave. Street-Work Councilm An. Matz en informed the Council that he had requested by 'Mrs. Ho Gebhardt, 11 -91 Mt.. View Ave'.*,, to invite the Council to visit the Mt. View Avenue area ,and inspect the street work which was recently done there and which she felt needed correcting. It was_ agreed-that members of.the Council should meet, as requested by Mrs. Gebhardt, tomorrow at 12 o 'clock noon. Mrs. Gebhardt was to be notified accordingly. Condition. of Streets Near Petaluma Trade Center - Councilman the Council s attention - to the poor condition of some of the streets near the Petaluma Trade Center, asking that this be taken up at the next study session. The City Manager -was.:directed, to obtain information on the status of these streets for raextMonday night's study session. (6) J a January 18, 1960 A lady in the audience, whose name was not given, asked that the Council investigate the condition of Madison Street, which. she stated was in very :poor condition.
