Adjourned meeting. of the Council of the City of Petaluma called to order
by Mayor - Parent.
ROLL CALL:
Present: Councilmen Crinella,
and Mayor.Parent.
Absent: . Councilman Matzen.
Ellis, Gustafson, King, Van Bebber
APPROVAL OF MINUTES:
,Minutes from the meeting of March.21, 196.0 were approved as recorded,
Councilman . Crinella referred to a discussion which took place at the
last meeting.. before his arrival, concerning the tentative map on Park Lane
Estates Subdivision . #3,and'regttested,that .this topic on-the agenda for a
future meeting.
The Clerk was directed td take care of this matter.
REPORTS OF CITY OFFICIALS:
City Planning - Commission
Use Permit; _ John T. Rasmussen
Copy of es.. granting "Use- Permit, to John T. Rasmussen and repealing
Res. No. U10 7 60, submitted.and filed,
Councilman Ellis reported that the Planning. Commission had included
in the use permit the provision that the matter could be reviewed within 60 days -
in case of any problems arising concerning parking.
Recreation, Parks ,& Musc
Kenilworth Park Recreation Bldg. - Ru °les, & ReguIations
Mayor Parent in o'rmed the Council of a' request: y e Chairman of the
Recreation, Parks & Mu's'ic Commission, that the,subject matter be tabled until
after the Commission had' °.niet *with the io discu it:further. The
.Commission wished the matter the agenda for_ the Council's next regular
meeting.
There being no objections to this, the subject was - to, be put on the
agenda as requested.

Allocation for Water Meters for C
City; Roberts explained that the necessary; water meters
for the sprinkler system for the recently completed landscaping at the City Hall
had been inadvertently. oinitted.on the cost estimate for the project. Mr. Roberts
went on to say that at the ;tune the `subject project had`beeri planned, the Water
Dept was still under�Calif. Water Service ownership and'the cost 'of now
meters W;as notpaid �by the customer. ' He noted that the`cost '' of two meters
for the project would be - $310: 00.
The Council being .in'- agreement that the subject meters should be
purchased,, the City.,A.ttorney wa directed to prepare_ the necessary legislation
in .order "to provide funds for same.

CONSIDERATION OF UNFINISHED BUSINESS:
Radio'-Equiprnent. - Ord. Amending ,Appropriation Ord
The City noted that the subject ordinance did °not', specify for
which departments the equipment would be purchased, other than the .Water
Dept.
There.was considerable discussion relative to the various uses of :radio.
equipment, in the Water Dept. , etc. _
Water Dept. Manager Wes Hill went over the prices of the .
pieces of equipment. He informed the.'Council that there was a possibility
that the City might not be able to secure 50 -.Df the cost of radio :equipment
through .Civil Defense in the near future. Therefore, he felt. thar there should
be no delay in the Council's action on=this matter. Mr. Hill. believed that
radio equipment would increase the efficiency, of the; Water Dept.:; ` and that
this equipment had been highly recommended by :Mr.; R.. E'. Layton,,
Mr., Stanley.'Seidell,. Water Commissioner, addressed the Council.
stating that'he was. very.much in' of purchasing .the radio equipment.

subject The Cornmis'sion would like, some sort of ;Council policy ,
stated on this .in, order to ;have some basis on which t6 back up-their action.'
City.: Attorney Ed�'Robert explained that .the Planning "`.Commission ;was
attempting to :create . - zone - where. - you - could corh.bine it with' other zones.
This would ,permit - 'use - of ,buildings existing in - - for instance, R - l -& G 2:
zones for: certain types of manufacturing, .sub'ject to the
issuance. of a - . use petm-it. lt, would allow the us& of °certain buildings which
cannot be used now - because of`our .res zoning ordinance:-
Several members: of` the Council expressed the opinion, that there would
be too much "red tape. involved in the necessary issuance of sarianc-,es and.
use permits if this proposed new zone was created. . `Co.unelman-,Ellis stated
that he believed the City definitely needed this new zone to control light
industry and to protect the irnrnedate areas involved'
After.further discussion, , Councilman. Ellis was asked to i nform...the
Planning Commission that th Council's:. decision in this matter remained the
same.
Discussion re:Keller -Sto ParkmgFroject
Coungilrnan' "that he -had talked With quite,.a .few of the mer-
chants on Kentucky; 'St, and several had expressed the 'op inion that they 'do not
want to lose the City' parking lot on Keller St. , as they believed `they would
then be forced to pay for customer parking through a validation system. . Council-
man King felt that he would not want. to approve any kind of lease to -Dr. Lee
under these circumstances and "suggested that a meet ng.be held, with .all the
merchants in order to determine whether or not the majority favored Dr.
Lee's project.

Kehler St. Parking Project - cont'd
Dr. Lee addressed the Council stating that some 27 or 28 merchants
had signed up voluntarily in favor of his proposed project. - He noted that it
was a very difficult gather all the merchants together in order to have
a general discussion on such . a thing. However, Dr. Lee 'stated that no
merchant had ever come to him in order to voice a strong objection to his
project.
Following considerable discussion regarding the type of lease that
could be granted, the feeling of the merchants in this matter, -- etc, , a poll
was taken to determine if the majority of the Council wished to have hearing
on the subject so that the - merchants acid citizens of the City could voice their
opinions. There were 6 affirmative votes,. - 1 absentee.
The radio and newspaper representatives present were asked to
publicize the fact - that this hearing would be held next Monday night at 8:00 p. m.
in the Council Chamber.
Councilman Van Bebber called attention to the fact that the City will
soon -be receiving its money for the boat harbor and included in this sum will
be money for sewer The City could spend this for septic
tanks, etc. on' the property, or it could be a contribution towards a sewer
in the area. Inasmuch - as there are some people in the 'area who are interested
in sewer facilities and annexation, Councilman Van Bebber wondered if a
committee could be appointed to look into the possibility of making a sewer
available when the boat harbor is constructed., and also the possibility of
making sewer connections .available for those who are - immediately willing to
pay and connections for those who might be served on the line at a future time.
. Mayor Parent stated that he would take care of this matter.
ADJOURNMENT:
There being no further business to come before the Council, the meeting
was adjourned.
