ROLL CALL: Present: Councilmen Crinella, Ellis, Gustafson, King, Van. Bebber and Mayor Parent. Absent: None. INVOCATION:, In the absence of Reverend J.. R. Tiger, Mayor Parent read an invocation which had been prepared by a member of the clergy for a former meeting. S. introduced by, Gustafson, seconded by, Councilman King, entitled, "RESOLUTION OPPOSING THE U. S. • AIR FORCE'S REQUEST TO DECLARE THE NORTHWEST PORTION OF SAN PABLO. BAY OFF LIMITS. Clem Miller dated April 7, 1960, advising that Petaluma is to receive 490, matching federal - grant to help finance City's master plan, read and filed° Use Permit - John.Cavanagh Netter from John W. Cavanagh, Sr. dated April 8, 1960, appealing the recent action of the City Planning Commission regarding his application for a Use Permii: and requesting a review of the decision by the. City Council, read and filed. Although Councilman. Ellis had not attended the meeting of the Planning Commission at which the 'subject use permit had been discussed, he understood that members of the Commission had felt that the Petaluma School Board - Were opposed to the granting of a use permit for a service station on Fair Street. However,, after checking the - School Board, it now appeared that they did not .object to the granting of the use permit. Councilman Ellis felt that it would be .advisable to refer this - matter back to the Planning Commission for further consideration. After further discussion, with various members of the Council expressing their. opinions on the subject, Councilman E'llis.was requested to inform the Planning Commission that the matter had been returned to them for further consideration and that the Council seems to favor the granting of Mr. Cavanagh's request. Itenilworth Recreation Bldg. Councilma reported that the Recreation. Commission had decided on a fee schedule for the subject building which included a $15. 00 fee for use ofthe large hall, $10. 00 for the kitchen facilities, etc. He noted that Mrs. Devine would have the complete schedule ready for presentation to the Council on.Wednesday, April 20. :Other City Officials Reports of various City Departments were submitted and filed. Referring to a report submitted by the Fire Dept., _Councilman. King requested to know the Fire. Chief ° s opinion in regard to - the value of the City`s fire .alarm system. Fire-Chief Eaglin explained that the alarm system might be compared to a fire truck from the standpoint of value. The main thing h ..h. that it is there - to use when the necessity arises. Concerning copies - of minutes which.had been submitted to the Council on a joint'City= County Advisory Board meeting, Councilman Van.Bebber noted th,Li - representatives of the City - of: Petaluma .had been invited to the meeting because of a discussion on garbage disposal for the entire area including Petaluma, Sebastopol and Santa Rosa. Authorizing Topography Survey -' Boat Harbor 'Site City, Engineer -Al' Roberts reported that he had r'ece'ived a proposal from Mr. John Adams fora maximum of $750. on the topography survey and $500. maximum fora boundary survey of the boat harbor site. If the City supplies. the stakes the topography survey, Mr. -Adams' maximum proposal for said survey would then be $725. The following resolution was then adopted: . Res, #2450 N. C. After further on the the City Engineer was directed to develop a - basic plan for some type-of installation where boats could tie, - and have access to - the - dower -town - area. - Councilman `Gustafson Suggested that a launching ramp also be included in the City_ Engineer's studya Councilman King requested 'a report ;on the various properties involved in the project. Mr. Don Davis;. Radio Station KAFP, addressed the. Council noting that the sign at the , freeway °overpass; ;south of town; - still reads,' "Petaluma Creek.- He suggested that this be changed to read, .... "Petaluma Rivera, The matter was referred to the Assistant City Manager. Kel ler -St Parkin Project Councilman Van I Beb 'er to that further consideration be given to Dr. Lee',s request in regard to the leasing of the Keller Street parking lot. He.felt that a definite decision should be made on the matter. Following some discussion, it was agreed that'a study session should be held on the matter next Monday. at - 7 030 ,p. mo Dr. Lee - Wa's to be, notified accordingly.. so that he could be present to provide further facts. and :figures for the Council's consideration. 1 Mr. Bob=Wells addressed the Council suggesting that 'consideration be given to the poor condition of the vkarf at the foot of:Fi'r t'St. when plans are being considered for, the installation at this location., ADJOURNMENT- There being no further business to come before. the Council, the meet "s adjourned to.
