Regular meeting of the Council. of the City of Petaluma called to order by Mayor Parent, ROLL "CALL Present.- Councilmen Crinella, Ellis, Gustafson, King, Van Bebber and Mayor Parent. Absent: Councilman Matzen. ' INVOCATION . In the absence.of Father Clyde Tillman, Sto Vincent s. Church, an invocation prepared for a previous meeting was read by Mayor Parent, APPR OVAL OF MINUTES.- Minutes from the meeting of April 18, 1960 were approved as recorded, PUBLIC HEARINGS: Weed Abatement The Clerk announced that no written protests had been received. There being no other protests or comments, Res, #2454 N. The application had been approved by Chief Del Maestro. Petition bearing 171 names requesting playing field for children at Oak Hill. Park, read and filed. Mrs. - Henry. - Simonds addressed the Council explaining that the older children in the area would like to have a portion of the park leveled and packed which .would be large enough for softball and: football practice and a drinking fountain installed iri this area, She noted that this would necessitate the removal of about - 3. trees, Councilman Gustafson suggested that the subject request be referred to the R ;creation, Parks & Music Commission ,for study He believed the playing field should be planted in lawn if the request was granted. Council noting?; the amount of children crossing at the subject intersection, both during i :ci a.i:t(- ;r sc iooi hourse Councilman King suggested that a permanent sign reading, "stop for pedestrians ", be installed - at the intersection, He stated that these signs seein.ed to work out very satisfactorily in the City of Santa Rosa, Following further discussion, it was the decision of the Council to have the 4 -way arterial stop -sign installed as requested. The matter of installing the stop-sign was referred to the Chief of Police. Res, re Appointment of Ci vil Defense Operational. Area Coordinator Mr.. James Armstrong,- Sonoma County Civil Defense, addressed the Council.. explaining th need for the subject resolution and stating that this would go into effect in the case of e.x.t.reme 'emergency -an attack on the United'States by another country, The Governor would then take command. Under him would be the Regional Coordinators and under the Regional Coordinators would be the Operational Area Coordinators. He explained that th:re were certain provisions whereby all city governments in the operational arc-.a must approve the appointment-of the Operational Area Coordinator; where- upon, Res, #2457 No Co S. introduced by Councilman King, seconded by Councilman. She explained that under this project, each library in the system Would specialize in a certain type of reference book, with a book mobile service for interchange of books. It was pointed - out that the City could withdraw from this' system, ..if,,' at the end of a certain period of time, it was decided that it-would be too expensive. Works Street Deficiency Report Street deficiency report, 1960 -1980, prepared by_.Depte of Public Works, subn:..itted and filed. Director of Public Works Al Roberts noted that this report contained an outline of anticipated street deficiencies up to 1980. . The intention of the report is �io give the State some indication of the overall condition of 'streets in this ,area. He explained that the report is not a master plan for the reconstruction of streets,, but merely a guide to show what streets will become deficient between now and 19800 At the suggestion of Councilman King, the subject report was held over in order to allow time for members of the Council. to study same, Other City Officials 1 1 Reports of the various City Officials were submitted and filed. Boa ting Facility —Foot of First: Street To a question by Councilman Van Bebber, the City, Engineer reported that his department had not yet. had time to develop - the plans the Council vn the subject project. However, they had requested - the Healy- Tibbitts firm to give a quotation on the removal of piling at foot of First Street and had received a proposal from them quoting a - rate of $6750 00 per 8 hour shift and .$3400 00 to be charged for 4. hours' Work or any portion thereof, thus making it feasible for the City - to stop the work if it should desire. Mr. Roberts noted that these rates were quoted _only during the time that the firm's barge is located in this area, A poll. was then taken in which a "yes" vote was to direct the City Engineer to have the Healy- Tibb.itts firm proceed with the work as quoted, with a limit of 2 days, leaving it to the discretion of the City Engineer to stop work if necessary, There were 6 affirmative votes, I absentee, The City Engineer called the Council's attention.to the large increase in building inspection permits this year, noting that if the trend continues, it will be necessary to hire additional help for'this department. Council Committee Report re Meeting -Held' April,27 on -C A Councilman King reported on the meeting which had taken place last Thursday with the Petaluma Scho ' ' Board, All of the rural school boards had also been invited to attend the meeting,_ and of those pmsent, the Old Adobe and-Cinnabar. Khool Boards were most in of annexations. Both of these school districts do not want to'-lose assessed valuation in their districts which .would be taken in by the proposed Denman- . ' Petaluma North Annexation, . Tb.e Old Adobe School. Distri "-. did not want. thei area annexed to the City, entary. School District in a ''piec'e'meal" fashion.' Although they would not want the area .annexed at this time', they*W"ould pref to have the entire area, annexed 'at one time., when this is - done. Councilman King noted that there were actually no conclusions come ­ to at ­ the subject meeting, Referring to the recent resignation of Dom Fusaro - as , local. Fair Bdar'd Manager, Councilman Van Bebber made a motion that a resolution be prepared acknowledging his accomplishments; in this position and the Council's appreciation of his 'efforts, and wishing him well in - his new position. - The motion was seconded by Councilman Crinpllaand passed by 6 affirmative votes, I, absentee, The City Ateorney was directed to prepare a resolution in accordance with the foregoing motion.
