City Manager
C.1aims approved for payment by the City Manager were submitted
and filed.
Claims numbered 4844 to 4847 Inclusive, Kenilworth Park Recre-
ation Building expenditures, were questioned by Councilman Van Bebber,
who felt they should have been authorized by the City Council.
Councilman Gustafson stated that these Items had not been
authorized by the Recreation Commiss1on.
Counc,i-Iman,Matzen entered the Council Chambers at this time,
approximately 7 p.m.

Director of Public Works, Al Roberts, advised the Council..
his office had authorized two Items which have "not as yet been billed:
one, a blower fan which was deleted from the original contract, and two,
the Installation of locks on the kitchen cabinets.
It was concluded that claims for Kenilworth Recreation Building
be approved but that all future expenditures must be authorized by the
City Council.
A question by Councilman King . on claim #4915 In the amount of $590, for
David SaOsay, Library Consultant as to what It covered was z,a ' t1sfac-
torily answered by Councilman Crinella and members of the Library
Board;

Report re Sewage Plant Expansion Master Plan
Mr. Harry N. Jenks, addressed the Council on the above subJect
stating, in part, that no particular crisis faces the plant Immediately
but that some items need to be replaced, enlarged, or improved,, .z...,,
I. New pump for recirculation sewage.
2*. More raw sewage pumping capacity.
3. Provision for drying of domestic sludge; (one method
suggested ® to.extend the present facilities by acqufring
more land); or*-1 the ultimate solution ' (installat1on of
sludge centrifuge which would e'liminate the need for
s
ge drying.
4. Cleaning and rehabilitation of old digester.
5. Replace hot water boTler.
Mr. .Jenks stated that,the above deficiencies, as well as recomi.-
mendatfon,s re the Be Street pumping plant, the additiona.1 river
crossings the impact,'of the Denman,F.lat trunk sewer line on the plant,,
and other -items; will be contained,in his final report.
He ' also agreed to send In a. recommended list of Items that
should receive Immediate attention ® for consideration by the'O , ounqil
for the 1960-61 budget.
Report re Civil Defense
Report of Lawrence W. Larson, City Manager on the subject of
Civil Defense Petaluma, submitted and filed.
City Planning Commission
Resolution fVll-60 recommending commending the granting of a variance to
the Pepper Free Kindergarten to allow a 15 setback for front yard,'
instead of required 20 read and filed, wherdupon

i n Resolutions #119 recommending acceptance of Deed of Dedication
from t`he 'Boar-d -o:f Education re property for street purposes, Grant

A discussion was'hel,d regarding the location of the property
covered'by the Deed of Dedication. Mr. Roberts, City Engineer, stated
that this.street, when o pened, would relieve the Mountain View, Grant
Avenue intersection of much of Its traffic, would be more convenient
for traffic,to the Grant Avenue School, and would open.up land - locked
property for future development. He further stated that there are no
Immediate plans for its improvement; that before this can be.accom-
plished it will.be necessary to have Deed of Dedication from two more
proper;t,y owners, and. that. it conforms with. the, unofficial master plan
for future streets in the area, whereupon'

committee believes they have worked out and that it Is.now'In the

CONSIDERATION OF UNFINISHED BUSINESS s cont'd
Library Survey
The request of the Library Board for a maximum of $1,000.00
to.accomplish phase B of the Library Survey was discussed.
In connection with a prior request for a recommendation from the
Citizen's Committee on the proposed library, the matter of reactivating
the said committee was referred to Mayor Parent. Councilman Crinella
sug.DestRed that before the matter could be referred to the Citizen's
Comi. firm information should be had regarding the recommended
needs of the library and approximate costs, and to get this information
the Council should go along with the request of the Library Board for
phase B of the survey.
Councilman Ellis expressed unwillingness to spend any more money
on a survey until it had been determined whether or not the city would
proceed with the proposed library.
No action was taken.pending further recommendation from the
Library Board.
ADJOURNMENT:
There being no further business to come before the meeting, it
was adjourned'to Monday evening, June 27, 1960 at the hour of 7 :30 p.m.
