Special meeting of the Council of the City of Petaluma called to order
by - Mayor Parent.
ROLL CALL:
Present: Councilmen King, Matzen, Van Bebber & Mayor Parent.
Absent:. Councilmen Crinella, Ellis & Gustafson,
READING OF THE CALL
Notice of the 'call for special meeting and the Clerk' °s certificate of
mailing were submitted and,filedo Consent to the holding of special,meeting
was indicated by the signatures of the Councilmen attending the meeting.
Introduction of Salary Ordinance
Ci "ty Manager Lawrence Larson explained that there were 2 plans before
the Council for consideration at this time: Plan. #1; as set forth in the State
Pe_-sonnel Board's recommendation, providing,for increases of 57; - and, Plan.. #2,
being suggested by Mr. Larson and providing for 2' -1%27 - increases.
Under Plan" #2" Mr. Larson stated the salary ordinance would be more
flexible. 'This plan Would make i( quite simple to provide for cost -of- living
increa ses, etc.., if and when the Council should so desire,

Chambers .at this time, The two subject plans were briefly explained to him,
Councilman Van Bebber requested that the salaries for Sr. Pump Operator
and Leadman, Water Dept. , be reversed. He noted that he had previously
requested this and the Council - had apparently agreed to it.. - Councilman
Van Bebber believed change should definitely be..-made in order to avoid the
creation of a very poor "situation in the Water 'Dept:
Following some discussion on the subject, the Council - agreed that
Range Nos- 37" and 39 of proposed Plan-#2 should be reversed" as suggested by
Councilman Van Bebber. The changes were initialed by the introducing and
seconding Councilmen.
TI City Manager informed the Council of a resolution to be before them
at next Monday nights meeting; " explaining -that said. - resolution would set up
anniversary dates all °employees. Also at that time "'Mr. 'Larson stated
that he would be - requesting - that 3" firemen - and 1 patrolman be given additional
increases, on Jan. T, in - order -- to correct soIme-problems which had come about
as a result .of the new salary schedule,
Councilman Matzen stated that he realized the salary ordinance now
before the Council for introduction was far .short of what the City. Employees
Association had hoped for, but the Council was hard pressed find finances
to. go to the top of the recommendation made by the State. He believed the
employees were aware of the fact that the Council was taking a tremendous
forward step in adopting the salary schedule which was presented by the - State,
although it had not been possible to use the corresponding -step method of
conversion.
