Regular meeting.of the Council of the City of Petaluma called to order by Councilman King, Vice President of the Council. R OLL. CALL. 4 Present- Councilmen Crinella, Ellis, Gustafson, King, Matzen and ` Van Bebber. Absent, Mayor Parent. APPROVAL OF MINUTES. Acting Mayor King called attention to a typographical error in the minutes of August 1, in the first paragraph of the second page.. The Clerk was directed to change the word : ''grating" to "granting" and minutes from the meeting of August 1, 1960 Were then approved as corrected. TU BLIC HEARING Denman A nnexation.No. 1. :- Hearing of Protests to Annexation Letter from Reverend Keith L. Grimm, Church of the Nazarene, dated August 15, 1960, re subject annexation, read and filed. It was noted in the contents that this letter was not to be considered a legal protest. A 'portion_of the letter read as follows: "Being in favor of and in accord with the annexation to the City of Petaluma of the Denman Annexation No. 1, I wish ,to request that special consideration be given to the church property only with regard to the change of school districts..... " If the subject annexation should not be approved by the Council as it is now; : it was noted . that all of the proceedings to date would be cancelled out and the City would have to start from the beginning again in order to annex the area. For the benefit of citizens attending the meeting the City Engineer L�ri.efly outlined the boundaries of the annexation, The Clerk announced that no written protests had been received. There being no verbal protests, Ord.. #580 N. C. The report was signed by the City Manager and City Engineer and recommended that the low bid of M. Amaral Construction Co. "' be accepted. The Staff was direc'.ted to investigate to determine the source of this noise and report back to the Council. Speaking on -behalf of the Cinnabar School District., a representative of the district at this time thanked the . Counc . it for the work they had done on the Denman Annexation and asked that th`e'dit discuss its 'poilicy - relative to school di§fr'icf boundaries and inform them, of any decision made. City Manager Claims approved for payment by the City Manager were submitted and filed, Councilman Yan - Ae'bber requested an expla.nation on Claim #8,3W, payable to Calif. Water Sere Co.. for- cleaning, testingand repairing"meters - during July, 1960. He noted that equipment - for this work - ha been' - p'ur'c * ha , sed by the City some time ago' .T he City Manager nagpr informed Councilman Van.g - that - the -pr . oblem had been in training personnel to use the eq* uipment:.. - He - explained that ' - the - man who Will be the personnel had been gphe. on a v a c ation, He wilt returning very shortly, and at that time the training program will commence. There were no objections voiced to any of the proposed installations and changes. Water - Commission, I Recommendation of the Petaluma Water Commission dated Aug. 11, 1960, re'engineering work'fdr Water 'Dept., 'read and filed, The subject letter recommended that the City engage a consulting enginoering firm for budgeted major projects, and that arrangements be made ft routine engineering work to be handled by the City Engineering Dept, in conjunction with the Water 'Dept. personnel. After discussion on the Commissiori, s recommendation, the City Manager presented. a proposal to the Council which briefly outlined below. (1) Routine or ." engineering work for the Water Dept. would be done by the Dept, of Pubh.c. Works ( i 3 (w Larson noted that this been disc ussed with and agreed to by both the City Engineer and Water :Dept. Manager.) - (2) The City Staff would prepare a master agreement covering future hiring of cons ulting*ngine'ering - work, .,(This would cover fees, the work to be done and many other factors, ) 3 Consideration would be given to the " farming out" of certain aspects of the Petaluma aqueduct to outside consulting and/or engineering services. Mr. Larson -believed that his proposal was in line with some of the Commission's thoughts on the subject,. , To a question by Councilman Gustafson, Water Commissioner Roger Pearson stated that the Commission did not feel a full engineer was needed in tb.Q Water Dept. at this time, He further stated that the Commission did not insist-on the hirin I g of Mr. Layton, It was merely-felt that a consultant';s services would.be needed in connection with the aqueduct; - etc. A poll was ( then taken .to determine if the majority of the favored th e program recommended by the City Manager and outlined above.
