by Mayor Parent,
ROLL CALL:
Present. Councilmen Crinella, Ellis, Gustafson, King, Matzen,
Van Bebber and Mayor Parent.
Absent: None,
INVOCATION:
Invocation was given by Reverend *Godfrey Hartzei, St. John?s Episcopal
Ch'urch.,
APPROVAL OF,MINUTES
Minutes from the meeting of October 3, 1960 were approved as recorded.
CONSIDERATION OF BIDS.,
West Payran St. Drainage Improvement
Report dated Oct. 17, '1960, on bid opening of Oct. 14 1960, signed by
Dir,, -of Public Works, - read and filed. The report recommended acceptance of
, the . only bid submitted, that of Argonaut Constructors.
City Engineer Al. Roberts noted that plans '& sbecifications on the subject
pro"ject were now in compliance with the wishes of the State; whereupon,

in the report that the low bid of"Price-Roche Motors be accepted and that one of
. the three cars presently owned by the City be retained.
After some discussion, it was the decision of the Council to follow the
above. mentioned . recommendation and to purcha the new cars without power
brakes,

There was discussion concerning the handling of emergency purchases.
Councilman Van .Bebber suggested that the wording of the ordinance be changed
in th'§ regard. However the City Attorney poi out that the change he was

Council would I act on at a- later date. Rule 93, - Section 2 (a) of the purchasing
