Traffic Committee Report Repor`,t of Traffic Committee dated Nov. 4, 1960, recommending certain traffic installations and .changes; submitted and filed',, Letter from Mrs. Donald Brown, . Safety Co . chairman, Petaluma PTA Council, dated - Nov. - 7, 1`960,. requesting certain traffic'control installations at the various school crossings, read ,filed, Dr Fred Lewis, McNear, School V District ;: addressed the requestm ing:stop= -signs at - the school crossings which could be" nstalled-during;school hours only and good law enforcement of same.' He pointed out that in many %cases- the �unior be quite some distance, - back - and forth, from the .school to the -crossing Also, if 'one of these junior patrolmen were injured, the schools would° be held responsible' To a question by Councilman = Matzen as tow ether or not °the schools wouldd,be willing to pay y part or all of the cost of paid` crossing: guards, Dro Manning answered that he believed this wa s actually the responsiblity of'the City., 'He suggested that stop =signs could be covered' .during periods when :schools are not in.sessiono Several people from the .Valley Vista School District addressed the Council commenting, that the .traffic controls at school crossings in the area .are not adequate° = City Manager- Lawrence Larson stated that an attempt would be made by the Police..Dep . to devote. additiona I time to the subject problem, He called attention to an item on the agenda concerning the purchase of radar equipment,, stating that the use of this equipment would probably be quite helpful on the crossings where traffic was coming into town, (cont (2) November 7, 1960 Traffic Committee Report . -. con,t d , - Chief of 'Police Del .. Maestro expressed the opinion that the continual changing of these traffic signs at school crossings was confusing to .the public. ,H .did not believe permanent stop -signs or temporary ones would solve the problet 1, The City Engineer pointed out that the school crossing signs which are now beza'g .used by the City had been designed'by the - State so - that motorists would be familiar with this one type of sign throughout the State; He also felt that tc: ,porary. stop signs which would be covered during holidays, etc. , would be c 'usiizg, to the motorists. Mir.- Clifford - Asbell..suggested the 'use of Safety Sallys at school crossings. I felt tr!"a.t• these signs - were observed .by the motorist more than any other types (8:45 p. m. Mayor Parent joined the meeting at - this time, ) At the suggestion of Councilman Matzen, the Traffic Committee .report w,as acc.pted with the provision that they continue working on the areas which had ._not. been- settled as yet. 'Councilman Gustafson invited Clark Matth essen and _Dr. Manning to be u:t his service station on Tuesday when school lets - out - and watch how the children, cross the istreet there. The invitation - was accepted. In conclusion; the matter of pr..operly controlling traffic at - school crossings was referred.to the Traffic Committee .for study and report back to the Council within 2 weeks. Acoustics - Kenilworth Recreation Bldg. Report of Manager dated Nov.' 4,' 1960, -noting the estimated total cost for an engineering report on the subject topic,: submitted and filed. Recreation Director Dick Shollenberger addressed the Council stating that the Recreation Commission had discussed this matter - and had felt that perhaps,;a . acoustical ceiling would better ,solve the problem., He called attention to. the fact that the suggested draw- drapes would only effective when drawn and that the building would need adequate ventilation; etc. - Mro : Sliollenberger was directed to see that - this matter was placed on the Recreation Commission's agenda for discussion and recommendation to the COLi41c'il.: ' Installation of Fire Hydrants.- Fiscal Year 1,960 -61 I' ^port of City Manager dated Oct'.' 28,' `19 - 0, 're - installation of fire hydrants for the fiscal year 1960 -61, submitted'` and' filed. Th report set forth certain. for installation of - fire hydrants that the comptgte.hydrant unit for all 11 locations be installed at this time at a total cost of ;$4, 565'. 00 There being no objections to this procedure, the recommendation was ac_cepted.by the Council, Councilman Van Bebber suggested freezing the service - charge on hydrants which the City now to the Water Dept. , so that it would not continually increase as new hydrants were installed. The - City Attorney stated that it was possible this could be done. However, he would' hesitate to say at 'this time. He pointed out - that under our contract with the bond holders and under our water ordinance,. no free water is to be given, even td° the City. The matter was referred to the Water Commission; and the City Manager was directed to have proper legislation prepared in order that this could be decided upon by the Council.
