RECOMMENDATION It is recommended that the City Council approve the Resolution Accepting Completion of Petaluma Boulevard South Sewer Trunk Main Replacement Project, City Project No. C66401314. BACKGROUND The subject project was identified as a priority in the City Sewer Master Plan completed over a decade ago and has been in planning and design for several years. The project was delayed to allow Pacific Gas & Electric to replace the gas transmission main and allow the City to complete a more critical sewer improvement on Weller and D Streets. During the large storm in December 2014, the City experienced a high number of sanitary sewer overflows (SSOs) along Petaluma Boulevard South and some adjacent streets. The SSOs are due to the lack of capacity within the sanitary sewer system when high amounts of infiltration and inflow occur. The project replaced a section of older sewer with numerous pipe defects that were identified through a routine video inspection of the pipe interior. The project limits are as shown in Attachment 2. Bids were opened on March 2, 2017. On April 3, 2017, the City Council authorized the award of the construction contract for Petaluma Boulevard South Sewer Trunk Main Replacement Project to Team Ghilotti, Inc. of Petaluma in the amount of $2,206,985. Construction began in May 2017 and was completed in October 2017. DISCUSSION The Petaluma Boulevard South Sewer Trunk Main Replacement Project abandoned an existing 12 -inch sewer, and removed roughly 2,000 linear feet of 6 -inch and 18 -inch pipes, replacing them with 8 -inch and 21 -inch pipes, respectively. The sewer manholes in the project area were rehabilitated. All of the existing sewer laterals were replaced up to the back of the curb. Ancillary work included replacement of sidewalk, curb and gutter, driveways, and curb ramps; repaving of H Street between Petaluma Boulevard South and 2nd Street; and placement of traffic cameras at intersections at I Street and Mountain View. This project improves reliability, increases capacity, and reduces maintenance, inflow, and infiltration as demonstrated by the rain events in November 2017 and January 2018. The final contract amount is $1,914,937.96, which includes ten change orders (CCO) totaling $188,804.71 for miscellaneous work tasks to address various unknown conditions that were identified during construction, as well as adjustments to bid items from estimates to actual costs in the field. Following is a summary of all change orders: CCO 1 - $16,226.95 Unmarked utilities found during excavation. CCO 2 - $18,996.15 Removal of contaminated soil as well as increasing the size of a manhole and the associated piping for potential future upgrades. CCO 3 - $19,444.42 Added costs associated with adding an extra manhole and piping that were not originally in the plans. CCO 4 - $14,224.60 Compensated for the loss of production for workers and equipment during a PG &E gas repair of a 2 -inch unmarked gas line that was damaged during excavation. CCO 5 - $20,817.60 Pave the full width of H- street between Petaluma Blvd. South and 2"d Street paving in lieu of contract trench paving section for the sewer main and laterals. A credit of $18,530 was negotiated and is included in the total amount of this change order. CCO 6 - $9,242.63 Miscellaneous items CCO 7 — $7,409.18 Extra potholing, a new manhole, and additional piping associated with a sewer lateral. CCO 8 — $27,607.25 Additional paving of pothole locations and excavated areas not in the plans as well as some extra grouting work in several manholes. CCO 9 - $44,835.93 Installation of traffic cameras at the intersections of I St and Petaluma Boulevard South and Mountain View Avenue and Petaluma Boulevard South. CCO 10 - $10,000 Extra pavement cutting and removal due to unexpected pavement depth. 2 The project was managed and inspected by Public Works and Utilities engineering staff with assistance by an outside consultant for geotechnical and material testing. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits ". FINANCIAL IMPACTS Council approved a project budget of $3,113,000 from the wastewater enterprise fund. Actual project costs totaled $2,305,000 as summarized below, allowing the end -of -year wastewater enterprise fund balance to be approximately $800,000 more favorable than projected in the budget. WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff prepared construction bid documents and solicited bids for the project (Project); and WHEREAS, the Project was bid on March 2, 2017, and six bids were received and opened on April 3, 2017 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti, Inc. from Petaluma, CA for $2,206,985; and WHEREAS, by Resolution No. 2017 -053, adopted on April 3, 2017, the City Council found the bid of $2,206,985 for the Project to be the lowest responsive bid; awarded the Project to Team Ghilotti, Inc. in the amount of $2,206,985 conditioned on Team Ghilotti, Inc.'s timely execution of the Project contract and submittal of all required documents, and authorized and directed the City Manager to sign the Project contract on behalf of the City; and WHEREAS, the following contract change orders (CCO) affecting the project amount have been approved: Change Order Number Description Amount CC0#1 Unmarked Utilities etc. $ 16,226.95 CCO #2 Design Changes and Misc. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: The contract titled Petaluma Boulevard South Sewer Trunk Main Replacement Project, with the final contract amount of $1,914,937.96, is accepted as complete, subject to the Contractor's continuing warranty and other obligations pursuant to the contract. 2. The City Clerk is hereby authorized and directed to file a Notice of Completion concerning the project with the Sonoma County Clerk's Office within 10 days of the date of this Resolution. 3.
