PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT Mayor Glass opened GENERAL PUBLIC COMMENT, Peter Tscherneff, Petaluma, spoke on a variety of political topics. Katherine Bobrowski, Littlewoods Mobile Home Villa, Petaluma, spoke of problems at the mobile home park where she lives. Trevor Pitts, Petaluma, spoke against the adoption of a Just Cause Eviction ordinance. Mayor Glass John Cheney, Petaluma, expressed concern about homelessness. Merlin, Petaluma, spoke about the lack of housing and high rent prices in Petaluma. Seeing no other persons wishing to speak, Mayor Glass closed GENERAL PUBLIC COMMENT. 1. NEW BUSINESS A. Discussion Regarding Housing Needs and Policies. (Brown) Mayor Glass Mayor Glass opened Public Comment on Item 2.13. Vol. XX, Page 3 Vol. XX, Page 4 February 12, 2018 Bill Maier, Petaluma, is concerned about landowners not having as many rights as tenants, which could directly affect increased availability of housing. Steve Dyer, Petaluma, is concerned about lack of affordable housing and suggested federal aid. Mayor Glass 9 Carolyn Gaberluff, Westgate Real Estate, Petaluma, is concerned about the 10 restrictions on expanding and improving rental properties. 11 12 Sharon Kirk, Petaluma, urged Council to relax permitting requirements for 13 Accessory Dwelling Units (ADUs), citing the Senate Bill 1069 as guidelines. 14 15 Kevin McDonnell, Know Before You Grow, Petaluma, suggested investing in first 16 time homeowners rather than rental properties. 17 18 Sam Tuttleman, North Bay Organizing Project, Petaluma, strongly urged the 19 Council to review other cities' Just Cause Eviction ordinances for guidance. 20 21 Kerry Davison, Petaluma, feels Just Cause Eviction and rent control are not 22 solutions to the housing crisis. 23 24 Jessica Moore, Petaluma Health Center, believes a person's housing situation is a 25 powerful determinant of health, and supports a Just Cause Eviction ordinance. 26 27 Kelly Sturgeon, North Bay Organizing Project, Petaluma, spoke about 28 caregivers needing affordable housing. 29 30 Richard DeCarri, Petaluma, told Council that as a property owner he doesn't 31 support the Just Cause Eviction because it severely limits the property owner's 32 rights to do what's necessary to maintain their property. 33 34 Stephanie Adams, Petaluma, is a property owner and supports a Just Cause 35 Eviction ordinance. 36 37 Kamala Brown, Indivisible Petaluma, is concerned about lack of affordable 38 housing and supports a Just Cause Eviction ordinance. 39 40 Peter Adams, North Bay Organizing Project, Petaluma, is concerned that his 41 generation cannot afford to live in this community and supports a Just Cause 42 Eviction ordinance. 43 44 Zahyra Garcia, North Bay LGBTQI + Families and Indivisible Petaluma, supports a 45 Just Cause Eviction ordinance. 46 47 Chris Lynch, MAD Architecture, Petaluma, encouraged Council to continue 48 supporting Accessory Dwelling Unit development and made a number of 49 suggestions for improving the current process. 50 51 John Hill, Jr., Petaluma, supports a Just Cause Eviction ordinance. 52 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 February 12, 2018 Vol. XX, Page 5 George Beeler, North Bay Organizing Project, Petaluma, spoke about the importance of community and supporting affordable housing. Regarding "Temporary Emergency Housing," there was consensus to move forward with these items, to be in effect for a 12 -month period: Rental of existing guest houses, pool houses for interim housing for fire victims. One recreational vehicle or travel trailer may be allowed on a residential property, industrial or business park property provided: • it does not encroach into the public right -of -way when parked. • is permitted by applicable CC &Rs. • is properly connected to water, sewer, and electric services (the use of a generator is prohibited). • the user of the vehicle has obtained consent from the property owner prior to parking the vehicle. • it is parked a minimum of 20 feet from a habitable building on an adjacent property. • it is a model year 1998 or newer. • it shall include working fire extinguisher, working smoke detector an_ d working carbon monoxide detector. • a temporary occupancy permit has been granted by the Building Official, contingent upon satisfaction of all other requirements. Relaxed parking requirements for Accessory Dwelling Units (ADUs). Regarding "Housing Affordability," there was not consensus to waive or reduce housing impact fees. There was interest voiced by several Council Members in favor of requiring inclusionary housing units instead of an in -lieu fee. Not all members spoke to this. There was consensus to explore the possibility of including residential housing in certain commercial zones. Regarding "Just Cause Evictions," there was unanimous Council agreement that a Just Cause Eviction ordinance should not be adopted.
