Following some discussion on the subject, a motion was. made by Council-
man,Kihg,- seconded by Councilman Ellis, that the Council is in favor of the
State L`egi,$1ature sponsoring an addition to the In Lieu Tax for this project, but
the CQdndl* Would not look unfavorably upon an increase in Gas Tax if this were
more acceptable to the Legislature. The motion carried by 5 affirmative votes,
2 absentees.

Councilman King referred to Section 5. 00 of the proposed ordinance,
statingthat he did not believe this section should.. be left in .the ordinance. .The
section under question read as' follows, . "Buildings or structures nonconforming
as to precise plan line requirements shall not be altered or enlarged,, in zany
manner. " He stated that he could ijiiderstaiiri`-quezoning the enlargern:ent o,f a--.
non -conforming building., but he could see where this sectiori_vaould.also effect.

Councilman King also objected to the provision for filing of Written
protests to the proposed ordinance, staging that he did not feel this, should be
necessary. The City'Attorney noted that this was, in some waysq a.,protection
for the property owner objecting to the legislation.
In regard to section 5. 00, the City Attorney pointed Qut-::_ hat. -the. language..
could be modified. Hower; i the Council' adopts such an ordinance, he :felt
that it should contain ;an d requirerrieiir concerning buildings'.
After further d'iscuissi.on; the City Attorney wasp directed to check. with the City of Santa Rosa to find out what type of program .they have relative -to

money -for .the league had been provided in the Recreation budget in past years,
but -had .nof been shown as an individual. item.

if the item had been left out of this year's budget as an oversight and if it -had

City_Manager Lawrence Larson asked the Councils per -mission to
purchase fire extinguishers, for the Kenilworth Recreation .B`uilding 'at a cost -
of approx rr ateiy $110. 00 and charge the'cos't"bf this equipment -to the Kenilworth
,.
Recre'at,ion.',Bldg, Construction Fund. He rioted that there -were ample funds in.
this account to cover the purchase and. that the fire extinguishers were a -necessity.
A motion' was made by Councalman..Gu.stafson, seconded �by Councilman
M.at"zen,, that the fire 'exiingu.ishers be' purchased" and paid- for as requested. The
motion carried by 5 affirmative votes, 2 absentees.
Mr.. Larson reported on a meeting with the Administrator of the new Novato
General: Hospital which he had: attended tod6,y' with the Petaluma Fire Chief and
Police Chief. Since the opening of th'e new hospital,, he stated that it had been
proposed that all ambulance calls answered' .below the-Marin�Sonom- a County
line be taken to the new hospital in Novato unless a definite hospital was specified.
Mr'. Larson noted that this procedure appeared to be acceptable to all who had
attended the .meeting. However; the matterhad not, yet been discussed with the
local hospital authorities, He assured the Council that this would be done before
leg ,"slation on the matter was presented.
