Regular meeting of the Council�of the City of Petaluma called to order by
Mayor Parent.
ROLL; CALL:
Present: Councilmen Crinella, Gustafson, King, Matzen, Van Bebber
and Mayor Parent.
Absent: Councilman Ellis.

It was, the recommendation of the .City. Engineer that the supplementary bid .for
construction of the four pressure reducing stations be rejected and that the
City advertise for bids on or about August 1, . 1,961..
The Council being in agreement witki the recommendation. of the City
Engineer on this matter; the City Manager was directed" to notify the Flood

Teritative map of Robert Larson Subd. of .4 lots, approved by the Dir. of
Public. Works, submitted and filed. Report of Di:r of Public Works thereon,
recoinnlending that certain provisions be included in subdivision agreement,
submitted and filed
The City Attorney explained that this subdivision map would not become a .
subdivision map of' record as do subdivisions of 5 or more lots.. He went on to
say that the ,subdivider 'planned to construct a small cul -deb sac and dedicate it to
the City. In order for the Gity to have control over the standards, this was
be, ing'presented to the Councif for authorization - to execute the usual subdivision
agreement requiring the subdivided ° s ultimate dedication of the street.
There were no objections voiced by the Council.
Denman Sewer As sessment , District
Three petitions, containing approximately 32 signatures 'of property
owners'in the Penngrove area., requesting, the Council to cause an assessment
district to be formed :for the` purpose of financing the construction of sewer
facil iti.s in the Penngrove area, submitted and filed.
"Ur. Harry Gossage addressed - the Council a,' sking -that this matter be
continued' for two more weeks before presentation of the remaining petitions
and additional, maps on the subject. He noted that - it was still not certain
whether or not it would. be feasible for the Penngrove area to be included in the
dz. 1'1ct o ,
The City: Attorney briefly went over the necessary steps to be taken in the
forrna,rion of such a district; explaining that there would - be a - hearing on the work
to be .ci.�ne and another hearing -on the spread of the assessment after the work had
been doieu
To a question by Councilman King,- relative to property owners outside the
City limit who might be included in this district; the City At.orney replied that if
these people asked the City, and the Council agreed to thereby give them sewer
services he believed they would be entitled to receive the sewer, services but they
would liave'to , payIthe fee. If it were a question of forcing them to annex after a,
two' -year period in accordance with present Council policy; under these circum
stances he felt the City would be contractually bound to continue the.service because
it had actd as their agent.
Mr.. John Perry addressed the Council stating that he felt the matter of fees
to - he charged to those outside the City was very vague° He did not believe the
property owners fully understood the whale matter and suggested that a meeting of
,'. all: concerned be held in order to clarify some of the facts involved, The City Attorhey
:informed -Mr. Perry that it would be very "difficult at this time to determine the cost
of she .subject project. This would. depend upon what the total contract would'be,

After further discussion; it Sias the decision of the Council to hold `a' meeting
with .al_l the property owners concerned, in order to go over the'iT tier and clear up
any questions- these ' people - might have. 'Mr. Gossage suggested that the Nolte'
