anything to be presented at the Planning Commission meeting on this.

There was discussion `relative to portions" of the resolution concerning
the charging of time and services rendered the Water ,:Dept. by other. City
departnients disposition of surplus revenues of the Water: `Dept- , etc.,
It was the decision of the Council to hold the matter over for further
discussion at a study session. Members of the Water Commission were to be
invited to attend.
The City Manager was directed to make arrangements for
the meeting,
Plan. Line Ordinance
Councilman "King reiterated his point of view - on' this matter,: stating that
merely -to set a plan line without having. definite plan woula wrong in his
opinion.. He- *further believed that the cost'to the City of establishing `a plan fine
all along East Washington Street would be prohibitive. -
The City Attorney e plained,tha neither of�the proposed ordinances
which had been provided the Council; for study, set a plan line, They merely
established the machinery yvherebyplan lines might be set up,
To a question by-Councilman .Van Bebber the City Attorney .replied that
there had been occasions when the subject type ordinance ha:d become - matter
of suit, There Were times. when the. cities .had won these suits 'and other times
when they had lost, In order to obtain further information on _the subject,' the
City Attorney was directed to check with city attorneys in some ' of the cities
where this situation had existed° -
After further discussion on the subject, the City Attorney was also
directed- to insert the - proper figures in 'Section . #7 of the proposed ordinance so
that it could be presented in fma forin for- Council action,'

xplained that at`the time the City would purchase..

pay whatever the fair market value of the .property wo' U' Id be at that particular
time.
Mrs. Caulfield addressed the Council: suggesting that consideration :be
given to the_ idea of making-both Washington Street and'; "D" _Street. one °:wady streets°
In this way she felt the need 'for w1dening. of ' streets might be eliminated,
