Measure "G" - ,Capital Outlay Tax,. Levy
There was 'discussion 'relative_T6 - increasing the tax - rate.. 700'or 800 for
recreation, capital outlay, etc. , rather - than . 101� for capital Outlay only.
However some members of the Council felt that if the voters - were faced with
a, measure, proposing an increase of o 70t or 80t -in the tax - rate, such a measure
, ,would b6 voted down..

Mr. Dray was, opposed to having the construction of the pool: contingent
upon the passage of the measure providing for the tax levy, for :maintenance' of
the pooh However, Mayor Parent s.tasted thw the Council felt, _ if the citizens
of Petaluma desired a sw m'mi g poM, ,they should be made aWare .of the fact .
that th6y would have to pay for the rha int;enance axed. operation of it. The City
"Attorney explained that the measure concer-ning the tai: levy necessitated a .
charter amendment; the measure concerning construction of the pool would be
to authorize the use or Auditorium. )fond Funds for this purpose. Tliese issues,
involving two different manners of deriving funds and having ,different require
ment:s as to the amount'of votes-,for passage, would necessaril have:fo be put
on the ballot as separate measures
There was discussion relative to the amount of tax levy to be_ applied to
the maintenance - of the pool and the museum,, Mr. Ed Fratin;t, representing the
group of citizens interested in the museum pro,j &ct, requested' that the:. Council
provide for a maximum tax levy of o 02t for maintenanc' e,, 'He .noted° that: at
least to begin .with,, the 'museum would only be kept open - for perhaps 3 hours,
2 days a week.
During discussion regarding !he an*i,,ount of tax le�r`to -be s;et for
maintenance of the. pool, Mr Dray stated that he would agreeable to setting
a maximum levy of o , 10¢ f- the people were made - aware - of the ,fact: that this
would merely provide for a tax increase of up to o 1W and not necessarily that
much. To a question by Mr. Dray, the City Manager answe.r.ed that the amount
of money ;set forth in the cortstra.etion - mews; �re be applied
to the swim, mming"pool projeet :if the museum -- measure should faile Mr. Larson.
stated' that this had been made quite clear by of the firm of Orrick;:

After further discussion concerning tak levies,. -it wa.s the; :decision. of
the Council to set a maximum `l:ev of` 0 03� for mainte of 'the m useum and
a maximum of '. 10_� for maintenance - of the swimming pool. _ -
The .City Attorney stated tha-t he would have legislation prepared, for the
next regular meeting - on ,the above measures., A resolution .and ordinance
pertaining to the June Election were then voted on as follows°

Mr. Larson stated that he did not feel that th.e Council could do - much better
by going back-To bid and tr ing.to bf eak down the various- items.
Councilman Van Bebber still_felt that-in the fut it w ould be best to

he also believed that it could be more exper to'.delaiy this project at the
