Light Mfg. District Ord. 7 Discussion
Councilman King stated that he actually opposed the entire Mm l District
ordinance. as proposed, He felt that it was far too restrictive.
Councilman Ellis - stated that Mr. Morehead, who had requested this type
of ordinance in the beginning, had no objections to the ordinance as proposed.
lCity Planning Director Dick Coleman the ordinance
was merely meant to be .an- interim measure to serve until. completion of the
General :Plan, He noted that the General Plan should be completed in about
six months.
After , considerable discussion on the subject, the City Attorney suggested
that the Coll .ncil at this t merely provide- that the City will have this zone and
state tha.:t performance standards - shall be established by resolution with
.reference: to acceptance. At a later date, 'however., he-felt the performance
s tandards,. should be included within the :ordinance so that people would know
ahead of time exactly * what - they were going to be faced - with.
Councilman King did not favor this line of procedure. -- He could see no
reason, to adopt `an ordinance that would actually only - be. necessary for approxi�
mately six months unless there was a - definite need for it be no and the
time the General Ptan completed. If Mro Morehead desired the type
zoning set forth in the proposed subject ordinance', he that this should be
granted. However, - h - e did not feel that this zoning. should - be referred to as an
."M- D'stricf`. - Councilman King further stated that he would like to see
copies of similar ordinances from - the cities of Santa Rosa - :and - San Rafael.
Following further discussion, the City Attorney was directed to prepare
a resolution to be.u`sed "'as'a, guide by the Planning Commission` in
whether or.not to ; - a use permit for industries to locate in an - M-1 zone,
This resolution was merely to be an interim measur-'e to be used until the
completion of the General. Plan,

DeCarli- ,Rezoning Res. of Intention_- (Discussion re Plan Line Ord.
Inasmuch 'as no plan line had as, yet'been 'set on East Washington Street,
the; subject resolution was laid on the table at this time;
Councilman King. again opposed, the establishment y of plain lines in the
City of Pe.taluna, stating that he did not believe it was right to tell a property
owner that rise could not use a certain portion, of his property. On the other hand,
Mayor Parent and other members of the Council believed some move should be
made on the. part of the City so that anyone deciding to construct a new building
would be aware of the fact that the street would be widened'in the future and they
could therefore plan their construction accordingly,

After considerable discussion on' the subject, a motion was: made by
Councilman - Gustafson, seconded by Councilman Van Bebber„ that the st be
directed to prepare legislation for establishment of some sort of - a, plan line
to mark out where the Council. feels * that East Washington Street will, be" built°
to someday. The vote on the poll was as follows:

The Planning Director explained that the subject contract. was on the new
zoning ordinance and - zoning map which would be part of the General Plan,
Copies of charts covering various as pects of the entire "General ;Plain were ,then
passed out to the Council, After a brief review of these charts., the subject
resolution was adopted as follows,
