City .`.tttorney Ed. Robert explained that basically, this resolution. was a -
formalrt m order to r
y protect any rights,the.City might;have in those areas
through which''the` aqueduct would' , place
Councilman King,stated that he -could see no reason for the City'to take -.
this action, inasmuc , h as the 'County was merely acquiring easements and not?- -
the property itself .., .` - ;
After further discussion on the subject,• it was decided that the matter
should be held over until more information could be obtained.
The City Manager was directed to gather inforrriation concerning the
properties involved, etc°

Councilman`Kmg.agan stated that he did not favor the adoption of legis
lation which would create anM .1.Distri'ct with such strict requirements.as had
been proposed -. .. .
Some members of the Council stated-ihat - they were -of the opinion that
the City Attorney was toprepare a on the sub,ect for the Council s
consideration tonight Councilman King suggested an interim ordinance be in
effect until the approval o the General °Plana ;
It was the decision othe C
f" ouncil to haw. an interim ordinance
creating - :an interim zone and' requ ring;'a use permit for any industry "until•such
time as the General Plan was adopted'.
C'ounciimeri Kmg & Van Bebber were appointed as a committee to 'w °ork

Discussion re Application of Katherine Sweenev. for Annexation to
ort " a:rin rater zstrict -
Mayor` arent Balled `t ' e Council`s attention'' to an application which was
recently filed -by Katherine' Sweeney, 5,382 Redwood Highway South, for annexa
tion to the North Matn Water District and requested that the matter be discussed
at this time.
The City Manager briefly went over what had - taken` place- on this subject;
noting that the' City. Attorneyhad` suggested that such an annexation to the North ..
Maria Water District might constitute a violation to the master' agreement as to
the Petaluma service area.,
ouncz lman ,King felt that this situation had been brought because
of the fact that the ek San Antonio Cre area, wherein the Sweeney ranch is
located, teas no firm commitment for water,
Councilman Xa.n Bebber was of the opinion that North Maria should `at least.
allow the City 'of Petaluma the first right y6f ` refusal on .the. Sweeney application;,
so Mayor P arent beliesed that, rn this instance, North Mann was' attempting
to do
mething which the'y'had agreed-hot d6- and if allowed to go ahead with
this . now they would no doubt. attempt it again in the ,future
After further discussion on the subject, and at the suggestion of MayZbers
Parent, the fohlowng people were appointed as a committee to meet with m
of the Sonoma County Flood Control & Water Conservation District and`the Board
of Supervisors in order to explain whaa has' taken place and determine :just. where
the City stands in the m
