entered into this decision; however, he was not certain of. the' exact reasoning;
(1) They-believed the existing provisions under the freeway
°were ' not sufficient to carry the ultimate

To a question by Councilman Gustafson Mr' Renner, representing the
Southern Pacific Railway;, explained that he understood Santa Rosa was considered::
a termrinal and "was not therefore,the difference in freight rates. He'
' went onto say 'that when a raitroad' shipment was made d�reetty from;, say;
New_ York to 'Petaluma or Santa. Rosa, there was no difference in.fhe rates This
rate differential occurred when the railroad terminated the shipment at San
Franciseo,iand it had t' be shipped on to Petalurnd or Santa Rosa by truck 1VIro

Renner stated that this matter was to be brought before the Petaluma` Cumber of
Commerde for studya
Mr •.Jones, ,representing the Santa Fe Railway, and `Mr; .Ben. Badger, a
citizen of" ± Petaluma; also addressed the Council on the subject of' freight rates.

Chamber of Cgmmerce, stated that he w ould • like to clarzfy:previous statements
he grad .made on. the subje`c't He explained that he had merely suggested that
,perhap "s the best way for the Council to.make a decision in this matter would be
to�•determIne. if either of 'these. two :railroads could'help the `merchants of Petaluma
by assisting them in an attempt to equalize the freight rates of Petaluma,-- Santa Rosa.., .:

City �A.ttorney Ed Robert then explained this procedure to the Council, going
over haw the property had come to be annexed,
Mrs On R . -Buchanan addressed the Council requesting that her 2 1/2 acres
be eliminated from this annexation, and stating than she did not want her property
to be with n'the City_ of Petaluma
The City Attorney was directed : to prepare the'necessary;legislation for
elim�inat on•of Mrso Buchanan °s 32 -1/2 acres from Novak "Annexa_tion, 46

City Manager Lawrence Larson requested the Council's permission :to
keep the `subject restrooms open on a hour bas 's to determine if this
would work satisfactorily
