APPROVAL OF MINUTES:
Minutes from the meetings of Sept. 18 and 25; 1961, were approved as
recorded.
CONSIDERATION OF BIDS:
1/2 Ton Truck.- Water Dept.
Report of Purchasing Officer Ralph Kostka dated Sept. 29, 1961, re bid
opening on 1/2 ton truck which took place on Sept. 28', 1961, submitted and filed.
A summary of 'the 3 bids received was attached to the report.
It was -.the recommendation of the staff that the low bid of Westerterp Bros.

PETITIONS & COMMUNICATIONS:
- Annual Audit
The Annual Auditors, Report for 1960 -61, prepared by Begley & Deaton,
Accountants & Auditors, was ;submitted and filed.
'Councilman ' Van:Bebber called the Council's attention to two items referred
to in the,Audit: '(1) Petty Cash Expenditures,; and, .(2). Advances for Travel. In
view of the Auditors' criticism on the subject of travel expenses, he felt that it
might.,be well to -go back to the system of itemizing these items more carefully.
:Replying to a 9uestion_by Councilman .Van Bebber relative to the Petty
Cash item, the City'Manager stated he had discussed this with the Auditors
since receiving the report and they were now quite satisfied with the manner in
Which the Petty Cash Fund was handled. He explained ,that part of this problem
was due, to the Auditors' misunderstanding of the terminology used on the claim..
Mayor Matzen directed the Council's attention to the fact that something
Would have to be done about the City's financial condition next year. He felt
that a. study would have to be made in order to determine how more revenue
could be raised,
A motion was ,then made by Mayor-,, seconded by Councilman Van,Bebber,
that the Auditors' report be accepted. The motion carried by 6 affirmative votes,

Thee City Attorney Was directed to prepare a . resolution in support of
Senate Bill 666 for the Council's 'action at the next meeting.
Mayor Matzen noted that members of the Council and their wives and friends
had, been invited by the -Petaluma Chamber of Commprce to attend Petaluma Day at
Bay Meadows. The Mayor went onto edy that 2 b6ses would be going down and
that any citizens interested in attending would be welcome. Mr. Larson stated
that I the charge would be $4,. Which would include lunch & . admittance to the
Clubhouse Trophy Room.

Mr. Larson called. the Council's attention to the fact that he had .recently
hired Mr, .Robert. Byrd of Seattle as a Planning - Engineering Aide. He felt that`
Mr. Byrd would be an asset to the .staff
To a question by Councilman, Gustafson concerning the installation of a

Cit sewer to the. Lea ue Ba11 Park, Mr. Larson .answered that Yie wou ld
contact Swanson &Cutler relative to sharing ,in the cost of this line..
Referring to the study being made in connection'with patios, . rea'r ya.rds,*
etc-., Councilman Colin suggested that. the matter be further pursued at the joint
meeting with the Planning Commission next Monday night.
