and gutter installation bn.Washingtbn,Street, and stated that in lieu" of this, he
would waiyel,.his bill, to the .City for widening the bridge 10' and changing the
location as set forth in the subdivision agreement. _Y
The. City Managretis reco m on the matter read as follows:
".1t 1s recommended that the Gitv"s participation in the bridge construction
'kerriain as it is and that the ,subdivider install the curb and gut as provided
for in'-the agTeement, particularly inasmuch as new curb and gutter will be
installed bnthe opposite side--of -the street through the Assessment District #5.
It would seem inconsistent to require curb. and gutter -on one side of the street,
and - permit an asphalt berm on the othe.r side.,
Councilman King :stated that he would 'want to be assured this curb and
gptter'would be a permanent installation before in
'dki any decision in the matter.
Following discussion.on. the subject, ..it was the decision of the Council to
meet in-Novd Subdivision #3 tomorrow morn=ing at 9 o,clock tour the area
in'.question with th6 City Engineer and Mr. Novak�. The Council agreed that

Request from Chamber of Commerce dated Oct, 11, 1961, re free parking
cturing' Iluma Butter and Egg Days-, read and filed.; report of City Manager

Mr. Larson pointed but thatthe reimbursement to the City for purchase
of parking for the three days involved would amount, to $378.00. It was the
recommendati=on of the staff that this request be. granted; whereupon,

If the Chamb of Commerce wished to "Work with the City-, thi��re, m .-Y be
a practical solution to conference or convention- parking -in the , meter district. It
is suggested that the City printi.a pre numbered courtesy sticker, and in turn ,sell-
these to the Chamber of Commerce to be issued for such parking purposes., These .
stickers: would have to be dated by the Chamber, for the date of validity,, and . it is
further suggested that a charge of 150 per sticker be made to the Chamber'. .

At the suggestion. of Councilman Van B.ebber, it was the decision,of the
Council, to change the last sentence of the second paragraph of number' (6) to
read as follows: "It is. understood 'that -the costs shall include the following:

be addressed to Mr. Layton, .requesting his opinion in this .matter The letter
was to be drafted by Councilman Van Bebber with the assistance of the Cit, w
Attorney and City Manager.

North, Marin Agreement - cont'd
w Roger Pearson, Water Commission Chairman, stated that he felt sure
the 'Commission would like a little more time to study this. He could. see no
harm in ,requesting Mr.. Layton's `opinion in the matter; on the other hand; Mr.
Pearson,. t that the City might hire several cons ulting.engineers in an attempt
to solve thin problem and receive a different opinion from each one,
The Council agreed that this subject should .,be given further review by
the Water Commission and the staff with the assistance of Councilman Van Bebbero
Administrative :Charge - City Manager Services
Councilman Colin reported that the Commission was still in the process
of studying this'"nattero
INTRODUCTION OF ORDINANCES
Accounting Machine
Plans & specifications for a new accounting machine- were submitted and
filed. .
Councilman ,Van Bebber stated that he had not been in favor of "purchasing
an,accounting machine when the item was .discussed during budget sessions. In
view of the City's present financial situation, he still could see no reason why
this item. should be purchased this year.
The City Manager pointed out that this type machine could handle many
types of billiiig and posting which could not be done on the present machines.
Also, Mr. Larson noted the age of the present machines and the fact that some
of the repair bills were" quite ,high.

Cou . ncilman Colin asked it something pould.be -done to expedite the
demolition of the condemned ;building on Washington Street. The City Attorney
advised hi ml.that, - at the request of the property owner -'s attorneys, he had
written d letter. informing them that the staff felt the building was unsafe to
occ.ppy,apd� that it should be demolished, He -assumed that, * in due time, the
,property;owner would -have the b6ilding demolished.
At the suggestion of Councilman.-Van Bebber the following committee was
then appoi , nted to contact property owners in order to assure the*'demolition of
condemned buildi.ngs

Councilman Cribella,stat6d that "he had been contacted by property owners
G rant in the rant Avenue area . -who were, anxious to know if any progress was being
made on'the propose.d,sewer district for `that area
The City Engineer. advised Councilman Ctinella that petitions 'for formation
of -a district were being c-irculated in the area, and that any property owners
interested should contact his Office for additional petitions.
The City Manager told the Council of an invitation, which had been extended.
to them. by the Board of Education, for a joint dinner meeting. The Board was
interested in receiving an indication from. the Council as to a convenient date for
the meeting
It-wa's decided that -Mr. - Larson should contact the Board to determine if
Nov 1,5,. or., Os alternate date, Nov. 291, would be agreeable to them.
Mr. Larson noted that his office had been ,contacted and advised' by
Mr. -Sturgis that anenpffieer,should be hired for the Denman Sewer Assessment
District as soon as possible. Mr. Sturgis had suggested the following engineering

The decision of whic'h.firm'the City should hire was left in the hands of
the Denman Sewei District Committee and the City Manager,
