City Manager Lawrence Larson reported that several questions
had arisen relative to the operations of the two machines involved, and requested
that the staff `be allowed additional time in which to analyze the bids;, received. - -

Letter from Sonoma Co. Committee, Northern Calif, Chapter, American
Institute of Architects,, dated Dec. 19, 1961, offering advisory help re Urban
Renewal or Redevelopment programs in the City of - Petaluma, read and filed.
Mr. Larson stated that 6 members were originally appointed to the City's
Redevelopment Agency, -and that 3 of these appointments had already expired.
Following general discussion on the subject, the'City Manager was
directed to provide the Council with copies of the A.gency's report which contained
suggestions relative to the construction of a mall between Kentucky St, and
Petaluma. Blvd. Upon review of 'the entire Urban Renewal problem,. it - was decided
that the offer made in the above mentioned letter would be considered.
Request from C & H Contractors, Inc. dated Dec. 26, 1961, for extension
of time in which to complete work on'Assessment Dist. #5 N. ,, read and filed;

Claims approved for payment by the City Manager were submitted and .
filed.
Councilman Colin called attention to claim, #548W, payable to'Linscott
Co. for cast 'iron pipe, stating that he felt the City should try to anticipate such
costs before a contract was let. It was explained that these unforeseen, costs
were 'very difficult to determine; that, as in this case, the exact locations of 'the.
pipe lines were not actually known until an excavation was made:
Referring ti claims' #759 - installation of guard rails at sewer plant per
State Safety Inspection, Councilman .Van Bebber wondered if it, might be possible
to correct these things in a cheaper manner than as suggested: by.the Stater
Mayor Matzen agreed that this possibility should be explored.
The resolution approving .claims and bills was then adopted as follows:

claims and bills (Nos. 724 to 774 inclusive and Nos. 6588-to 6757 'inclusive and

At the request of Councilman Crinella, the City Manager was directed to
prepare a list of association memberships which the City now pays for. This
was to be done as soon as possible.

T'he majority -of fhe Council, however_;_ felt that: these: fees had` now been
given ,all due- consideration and that the . : rate set forth in the ordinance was
quite equitable and': ;that it was. -in line with what other cities were - charging.

Councilman. King suggested, that,'the City .operaae under th,° sewer service
z. ordinance which was recently passed for a period''of about one year.. At the end
of that time, the ordinance could be .arriehded .if z it was decided that any of tabs fees
- were inequitable.
A 'poll was then -taken to determine if the ma }orty of_ the' Council agreed
with. Councilman King "s "suggestion. 'on the matter "e `

During. the course of the above discussion, 'Miss Sirka Niukkanen'addressed
the Coundil concerning a 'question which had 1 arise n in her cl "ass pertaining to the
alleged lack of- inter "esf shown by the Mayor and City Council in promoting big
business and 'industry in Petaaluma and drawing it here to our City. She stated
that this matter- was being submitted to the C'ounci'l as a pont.of information . and
not ,a
.criticism.
Mayor, Matzen assured Miss Niukkanen that the City Council, together
with many other public'agencies and organizaiions was doing everything possible
to attract'Industry to the City.
