Mayor M atzen.

Mayor Matzen at this time commended Mr. Davis, Chamber of Commerce
Manager*; oni ,the -fine job he was doing.

Re Control on Ea. Wash, St. & Replacement of Wash. St, Bridge
Letter from Chamber 'of' Commerce dated Jan. 5; 19 2, requesting that
the Council consider the subject problems in the near future, read and filed;
Councilman King stated that he had already received two call from
business men on E. Wash. St: who were quite concerned about the Chamber
proposal that parking be prohibited on E. - Wash., St. from route 191 to the west
side of the Petaluma Rivera between 8:00 a; m; and'600 p.`m. They did not
feel that this was necessary right now. , However, he felt that some of the,
businessmen on E. Washington St. might not object to the'elimination of on' street:
parking during peak traffic hours. '
Mr. Larson stated that the Traffic Committee had worked on East
Wash. St. traffic problem for some time, but had not been able to reach a solution.
Relative to the Wash. St, Bridge, Councilman King stated that he did not
believe this could be a .fixed or permanent bridge. He pointed out that one
company was now building a barge in accordance with the specifications of the .
present bridge".'"
Mr. Ned Davis'.called the Council's attention to the fact that Congre� =sman
Miller had stated that the City could secure Federal aid on a movable bridge, and
that he had asked to be advised pn 'this matter so he - could 'assist_ the City in any
way ,possible. .
The City. Manager noted that. the bridge was not in a dangerous condition;
that it had been gone over and repairs had been made right after the first of the
fiscal year.
After further discussion, Mayor Matzen appointed Councilmen.K.ing &
Ellis to meet . with representatives of the Chamber of Commerce in order to
study these problems.
The City Manager was directed to arrange for the committee meeting .
and was asked to advise the Mayor of'these arrangements°
Mayor Matzen: at this time welcomed a group of Senior High School
students who were attending ,the meeting,
Sunny Slope Rd. Area Sewage - Problem
Letter from Lester N. 'B'ennet; Jr., Sonoma County Dir. of Sanitation,
dated Jana 10, 1962, . re survey which' was recently made of subject area by
representatives of the County Health Dept., State Dept. of Public Health and'
City Engineer's office', read and filed. It was noted in the letter that this
survey had been made"at the request of a concerned citizen.
Copy of letter dated Dec...1,9, 1961, addressed to the County Health
Officer and signed by J. J. Gannon, Sr. Sanitary Engineer, State Dept. of.- Public
Health, read and filed.' A portion of the letter read as. follows:
it is quite apparent that 'a public sewage collection system
would be advisable "to" eliminate the, existing unsanitary conditions and permit
, the further urbanization of the-area. . . . . "
The area in question being outside the City, Co.unc_ilman Van Bebber
felt that the matter of forming: an assessment district should be left to the
County. However, he believed the City should notify the County that it , would 'be
willing to accept the sewage from the area.��'
At the suggestion of Mayor Matzen, it was the .decision of the °Council
that the staff should confer with representatives of the County to see what could
be worked out.. .
Councilman King requested that the staff also determine if the County
Could force these property owners to participate with the.City under City
policy, in connection with this project.
Letter from Sonoma -Marin .Farmer Labor Institute dated Ja_n. S,, 1962,
notifying 'City of Luncheon session. of Farmer Labor Institute to be held at `the,
El Rancho Motel on Saturday, Jan, 20 at 12:30 p. mo , read and filed.

To a question by Councilman King Acting. Water Manager Torn Wilson
,answered all of the materiats'pur.chased under claiin #589W were not of
the same metal, - Councilman King then noted that, a he understood, when two
.diffe_ rent types: of metal were put -into the ground, one, metal acted on the other
and they wore faster than if: they were both made of the same material,

"It would be. my re- commendation that we not bi -11 the occupants.. 0 0 ..... on
the ,requestf of property owners as the collection .might become extremely
burdensome although, I see nothing which would' prohibit such an act, 'The
intention,.of the Ordinance does not , contemplate separate billing of persons in .
multiple units unless these persons ar_e paying for water service,
'`To do as,your memorandum ;implies almost allows the owners -of hotels
orw motels to ask us to, bill the transient, occupants. "
-Councilman King was of the: opinion that the intention of the ordinance was
to.'bll the user rather than the property owner.

. Larson pointed out that, the memorandum indicated that the City could
do this in one of two ways, but it would be much easier for °the staff to bill the
water User,,,.
Questions asked-by irar.io'us students in the audience, pertaining to the
sewer :service fee, Vere answered by .members of the Council,
Councilmen Colin, Crinella and Van Bebber expressed the opinion that
L the billin should be prepared in accordance with the City Attorneys recom-
meladat one _
Inasmuch as the majority .of . the Council we're in favor of following the
recommendation of the City Attorney, it was suggested that the bilting be done
on this basis for a period of one year to determine if it would work out satisfactorily.
