SUBJECT: Resolution Amending the Classification and Compensation Plan by Revising the
Classification Specification Characteristics, Essential Duties, Skills, and Demands
of the Position, and FLSA Status of the Human Resources Analyst III
Classification Specification
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Amending the
Classification and Compensation Plan by Revising the Classification Specification and FLSA
Status of Human Resources Analyst III.
BACKGROUND
The classification specification of Human Resources Analyst III was ;established in 2007,
without amendments thereafter. Due to various organizational reporting changes within the
department, the need to align the FLSA Status with FLSA standards, and for external as well as
internal consistency, the Class Characteristics, Essential Duties, Skills, and Demands of the
Position, and FLSA Status have been amended to better represent the position and its
responsibilities. Prior to this revision, the classification specification indicated that the position
reported to the Human Resources Manager, an unoccupied position, and was FLSA Non -
Exempt. These areas have been amended to reflect the current complexities of the position.
DISCUSSION
Amending the classification specification to demonstrate the accurate reporting structure in the
Class Characteristics and Essential Duties, Skills, and Demands of the Position sections will
accurately depict the current department structure. The amendment will require changing the.
reporting structure to Human Resources Director from Human Resources Manager. Furthermore,
amending the FLSA Status to Exempt from Non-exempt will align the classification
specification with FLSA standards and promote internal consistency among classifications with
similar responsibilities as well as external consistency among equivalent classifications within
other agencies.
The bargaining unit was consulted and is in favor of the recommended amendment to the Class
Characteristics, Essential Duties, Skills, and Demands .of the Position, and FLSA Status.
FINANCIAL IMPACTS
No financial impacts will result from the proposed change to the Class Characteristics, Essential
Duties, Skills, and Demands of the Position, and FLSA Status of the Human Resources Analyst
III classification. With the proposed change, the position, will no longer be eligible for overtime
or compensatory time off accrual. Instead, the position will be eligible for administrative leave
per the agreed upon terms within the bargaining unit.

RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN
BY REVISING THE CLASSIFICATION SPECIFICATION AND FLSA STATUS OF
THE HUMAN RESOURCES ANALYST III
WHEREAS, the City wishes to keep its Classification and Compensation Plan current;
and amendments or revisions to Classifications are effective upon approval by the City Council;
and,
WHEREAS, amendments and/or revisions to the Classification and Compensation
Plan are effective upon approval by the City Council; and
WHEREAS, the City Manager/Personnel Officer has determined that Class
Characteristics, Essential Duties, Skills, and Demands of the Position, and FLSA Status are
accurately and consistency demonstrated in the classification of Human Resources Analyst III
(as attached hereto and marked as Exhibit A); and,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma:
1. Approves the amendment to Class Characteristics, Essential Duties, Skills, and Demands
of the Position, and FLSA Status as written in the revised Human Resources Analyst III
classification specification.
2. Takes the action pursuant to Personnel Code 3.04.020 and Personnel Rules and
Regulations (Rule IV — Classification) and that the notice of this action has been properly
posted.
Under the power and authority conferred upon this Council by the Charter of said City.

Summary
Perform advance journey -level professional human resources work of difficult and complex
nature in the areas of recruitment, examination and selection, classification, employee relations,
salary and benefits administration, training, workers' compensation, and workplace safety.
Class Characteristics
General supervision is provided by the Human Resources Director; responsibilities may
include the indirect supervision of support staff.
This class is the advanced journey -level in the Human Resources series. The incumbent in this
class will have considerable latitude for independent judgment and action providing the full
range of human resources services to departments.
Essential Duties, Skills, and Demands of the Position
The duties, skills, and demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of this job. Reasonable accommodations

Duties:
Consult with and provide direction to management and supervisory personnel in a variety of
areas related to human resources.
Participate in employee relations activities, including negotiations; recommend appropriate
courses of action to be taken under the direction of the Human Resources Directo4�.
Conduct classification studies of a complex nature; analyze duties and recommend appropriate
classification; prepare summary report of findings and recommendations.,
Conduct various studies, surveys, and analyses, and make recommendations.
Arrange or conduct supervisory and management training related to human . resources
management.
Inteipret, apply and explain labor contracts, policies, procedures, rules and regulations, and case
law.
Investigate both formal and informal complaints; make findings and recommendations.
Prepare administrative policies, labor contracts, written reports with recommendations,
correspondence, memoranda, and agenda items.

Skills/Abilities:

Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to sit, use the
computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and arms,
talk or hear, stand, walk, and stoop, or crouch. Occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and ability to adjust focus. Requires the ability to work in an
office environment where the noise level is usually moderate.
Qualifications
Knowledge of:
Considerable working knowledge of the principles and practices of public human resources
administration.
Federal and state laws and regulations related to human resources administration.
Analytical concepts and methods.
Education and Experience
Any combination, equivalent to education and experience is likely to provide the required
knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities
would be:
Education:
A Bachelor's degree in public and business administration, human resources, or a related field.

Experience:
Three years of human resources administration experience to demonstrate possession of the
knowledge and abilities listed above, including at least two years experience' in public human
resources management.
Certifications/Licenses:
Possession of a valid California driver's license.
Must be willing to work outside normal worldng hours when necessary.
