He stated that. at the time 4+ _ Ebasco Services ,had submitted. itsplan for the Petaluma Harbor to the, State; the Small Craft Harbor Commission apparently -felt that the harbor would ,sup I -` t a loan of $3.97, 000. And had agreed they would loan, the City this amount;, based on the original feasibility report submitted by.Ebasco, However, since that, time certain changes had been made in the City's original plans by the •Noble Harbor - Engineering firm, and the .Harbor Commission?°staff had also changed. , , The City- s present plans Were therefore re-evaluated and the Harbor Commission decided -that- these plans would only support a loan of $280; 000;, Councilman King, noted that neither Mr. Noble- nor the. present Harbor Commission felt that ahe Ebasco: plan, could have supported a $397, 000 loan, .-Councilman King went on to 'say that there were several alternatives the City could take,, ;and that the Harbor Commission was anxious to•assist in this matter;.' atter He explained that the City could put up the additional ,arnount{.required by the State ,a-nd,,go ahead, with the present plans, or make certain changes -ip the present plans so, the -State would approve an adequate loan, etc..
