However, Mr: Robert :had "not, as .yet seen ,the letter of confirmation. Joseph y :Union, addressed the - Mr.. ose h,•Grod n, Attorney for the Teamste rs Council stating that the < Union was not­asking for a collective hargamng agree - ment,. etc, , but Aerely- to talk with the Council, .Also, he differed with Mr. Robert's opinion relative to the Union furnishing the - City with a list `.of' :the names of those. City employees who wished to be - represented by the - Union. Mr— Robert Robert thought that Mr.- Grodin :had not understood his position:. Ile explained that he had .merely stated that the :.Teamsters ,Union was required to . furnish some - sort - of proof of -its . qualifications to represent- ,public emplooyees', and that he had. not °sta.ted at any time that they were disqualified. Further, he believed - th'e Council- could request that the Unison furnish them with some evidence of -whom -they represents He did not - believe -the Government, -Code provisions meant -for an employee to be represented two or three times by different organizations. Answering. a question by Councilman King, the -City Attorney stated that hey. had no doubt that the -Un ions charter verified its qualifications to represent public employees,, Councilman -King commented that he believed the City must know which employees were represented by the Union, -which were represented by the,City - .;Employees' Association, etc. . S - 8 This being the time ---and -place -set for hearing protests on the subject assesIs district, the Clerk announced that two' written protests had - been received. :Mayor'Matzen noted that the only protests that could be .legally received wer( ?, those submitted in writing. Letter of protest dated May 9, 1962, sighed by Gerald E.. Allen, 701 ..Oak 'Terrace, read and' filed— Letter of protest dated May 9 1.96 signed by Kenneth L. Van Bebber, 49 M' Drive, read and filed. 'The following people , addressed the - Counci -1 requesting, explanations of their assessment costs, etc. Ellsworth Ramos,, 314 Stanley :Street Ralph sRorden representing :The-:United Church of Christ Richard Croci, Blvd..Bowl Breakdowns of the assessment :given these people by m.::nnbers of °the Clty ,..,•Engineering Dept. and by Al Roberts, Engineer of the - District. Mr.:Kenneth L., Van Bebber addressed the Council' explaining why he felt he shou�-ld:hot 'be charged the full share per lot on his property. - After considerable discussion, however, it was the decision of the Cou.nc -il that Mr.. Van Bebber's assessment was a fair and just one, To a question by Mr.. Gerald E. Allen, City Engineer - Don Scott answered that he would take care of the matter of hawing a.. "no pa- rking" sign. installed on: 0 ak Terrace to eliminate parking on , a portion of one side of the street:.. There was dis cussion relative -to a temporary -repair which had been -made JA a section of- Mr. A'llen sewer line during the -time of grading when the .line ",h ° been broken by the - grader. He believed that concrete had not been poured around the temporary pipe promised, and feared that this line would cause trouble in the future. .Mr. Roberts stated that he was quite -sure concrete had been poured around the line. -Mr. - .Ness, representing the firm of 'Sturgis, Den-' Dulk D)uglass ,& Anderson, suggested. that it "be put on record that the City would take the proper steps to correct this situation if it became necessary, Mr, Ness -further suggested that the City—'request a letter - from the contractor who: had'done this work, to the effect, that he would take care of the matter if it became :necessary. The City Attorney was, then directed to request -a letter from .the contractor as suggested by , .Ness, and the Clerk was.directed to let the record show 'that the "City would accept responsibility for repairing the line Iff the"—temporary— pipe had not,had concrete poured around it as promised and' -trouble arose as a result of this in the future,.
