APPROVAL OF MINUTES Minutes from* the meetings of:May -,7.-;and 14, 1962 were -a proved as recorde CONSIDERATION OF, BIDS. 'Clarifier Painting - Report Bid 'Report of.'Dir. of dated-May - 21, .1962, listing the- -bids -received and recommending %that the contract..for this Work :be - aw'arde'd to the Chevron Taint Company,! which had submitted the low bid,, read and filed. It noted that the above mentioned contract could not be awarded until J une 13, at which time the ordinance - authorizing the - work Would become effective, . At the suggestion of Councilman Colin, the matter Was referred to the Counc,il Committep'which .had bee_ n appointed to work 'on employee salaries and fringe benefits. Supervisor. Ca rlsonMitchell addressed the -Council relative. to -the- County bond issue -to , be on the June - 5th 'election �ballot, He -explained that these . '_wo'uld be the only -outstanding. bonds the County would have to date, inasmuch. as the Coyote. Water bonds were =not included in .their bonding capacity,'' ' Supervisor v1sor M.ftchell went -into - the tax -rate increase which would be. brought about'by this bond i Depending upon :the interest rate on the bonds and the ,number of years­. for amor tiza tion, he quoted tax rate increase figures rangin' 9 from 50,to .1,00 per $100 assessed valuation. He then asked that the Council support this bond issue. A motion was. made by - Councilman - ..Crinella, seconded by 'Councilman Colin, that the-Council take action to support the -subject bond"issue; - bein . g completely 'in accord with the .necessity of the project. . Madder truck. ' Councilman King explained that the .lot involved was being divided into .three -parcels, but that all three -parcels would' retain. the same ownership. Planning Director Bob Byrd stated that each lot 'mete the -requirements on total square -feet. The variance w as for the purpose of allowing a substandard , lot_ depth.on one parcel. Young told the Council that this property had been evaluated on the basis of current prices in the Petaluma area. The price of lots ;had been suggested by Commissioner Colin, based upon thecurren . price Of lots in.thia, area. However, Councilman Colin stated that his suggested price had taken into.-consideration the fact that the property was a "key" to the Corry propery and therefore should have a premium va.l.ue. .Reverend -Don Johnson, - Christi iaii Church, addressed the Council stating that the church - was paying Mr. . Corry_ $3, 000 per acre for his land. They felt that the'same price should apply to the -City property. Also, the, Church had based its offer on the conditions under -which the .Old' - :Adobe School District had :purchased land from the City in the same area in the pasta Councilman. Crinella of the opinion that the property in question was well worth the price recommended by the Water Commission. After further discussion and at the su*ggesti:on of Cbuncilman Ellis the. following Committee wa.s. appointed to go over the matter with members of the Water. Commission and Reverend Johnson .and .submit its report at an early date :, Councilmen ,Ellis, Colin and Van -Bebber, Mayor Matzen suggested that the Committee seek: outside help-in., eyaluating the land. Co Rec omme nd ation re M osqu ito `Ab atement b City Report of Recreation, Parks & Music Commission dated May 21, .1962, read and filed. The ,report read as follows: 'pWe• have studied the mosquito problem of .Petaluma and surrounding areas for several years, and we feel than the only way , to effectively control this problem is to either affiliate-with an existing mosquito abatement. district, or that consideration be .given to the - formation of a separate district so that', we may function under -the state .laws specifically established for mosquito control. Councilman : Van Bebber commented that the City had always.. sh 'away . from joining any mosquito abatement district, particularly because of the: costs involved. Councilman King stated that after discussing this matter with -Supervisor 'Shoemaker, he felt that the problem of properly controlling mosquito s, the outskirts of the City could be solved by a resolution of the Board of'Supervisors,, setting up, a control program by the Council, . Unde.r this .program, he felt, r that the City::Park Dept.. could possibly do this work:; and, in conjunction with the County, he believed the City could eliminate the po.ssibil.ity of, Lcreatin g a liability on ,the City when doing work outside the City limits. . - He dd'not feel the -City should .go .into any district, unless it was one formed. by- the City to include -only the City. Dick Shollenberger, Dino of Recreation & Parks, stated that'he had checked with. Richard F. Peters, Chief of the -State Bureau of Vector Control, "relative to the City's forming its -own district within the City. '`Mr. Peters did not believe this would work out too well, but he had not. stated that it could not be done, To a question by .Mayor Matzen, Mr.. Shollenberger answered that his department was now going about. 3 or 4 miles. outside the City to icontrol mosquitos, even though it actually had no- legal .right to do so, He remarked that they were now receiving complaints from these outside areas. He stated that - the , ;CQuncil -wop.ld now I like to have the ,approval of the Cities relative to •its - proposed - ordinance. Following considerable, discussion concerning the. amount' of time - cost this program. would entail, etc.., aMayor Matzen suggested having the �mar.ter put the -agenda for the next"Mayors' & Councilmen's Association meeting for discussion, .
