Regular meeting of the Council of the City of Petaluma called to order by
Mayor .Matzen.
ROLL CALL:
Present: Councilmen Colin Crinella,,._ Ellis, _Gustafson, Solomon and
Mayor Matzen.
Absent: Councilman.Van Bebber.,

Report from Planning Commission , ated. June 28; 1962, re appeal to their
action taken on application of Eugene McGillicuddy to rezone subject block, read
and filed.
(Councilman Van Bebber entered the Council Chamber. The .time was
approximately 7:35 po m. )
This being the time set for hearing_ of protests or comments on the
rezoning of the block bounded by Howard, Kent, Walnut & Oak Streets, two
petitions on the matter were submitted and filed. One of the petitions, containing
approximately 26 signatures, requested that the rezoning be granted; the other
petition, containing approximately .55 signatures requested that the rezoning
be denied.
Mr. Eugene McGillicuddy and Mr. Russell Feliz addressed _the Council
speaking in favor of the subject rezoning,_, Mr. McGillicuddy noted that he Was
merely in in having one, parcel of Iand rezoned on this block-..
Mayor Matzen requested to know why's of 'the °'same people had signed
both of the above mentioned petitions.
Mr. Americo Gervasoni, who had circulated the petition against the
rezoning;' stated that he felt many of the people who had signed the petition in
large as planned; also he did not believe the Thad realiz building would be as
favor of the rezoning, had not realized that the apartment

would remain on the lot. He stated, however, that he was not accusing anyone
of misrepresentation. Mr.'. Gervasoni protested the proposed rezoning on behalf
of those people who had signed the petition against.it.
City Planning Director Bob Byrd summarized the Planning Commission' =s
reasons for denying the rezoning. He explained that the application had been
submitted on the basis of' rezoning the entire block involved, inasmuch as
"spot zo,n ing” was actually illegal.
After further - discussion on the subject, the following resolution was adopted:

Ralph Kostka, Purchasing Agent -Tax Collector.,, at this time introduced
the Mice President of the Welcome Wagon New Comers''.' Club, Marge .Bower,
and Mrs. Hansen, Welcome Wagon Hostess. Mr. Kostka stated that, as a
project, members of the Club would be trying to get people out to vote in the
library bond election.
Mayor Matzen welcomed members of the Club and 'congratulated them
on the interest they were showing in the activities of the community..
Councilman Crinella thanked the New Comers' Club, on behalf of the
Library Board, for the work they were doing on the bond election.
Petaluma North Annexation #2 (Petaluma Blvd. North)
This being the time set for hearing of protests and corrmZents on the
subject annexation, the City Clerk announced that no written protests had been
received.
A .letter dated June 14, 1962, written by Ralph E. Kostka, Purchasing
Agent, on behalf of Mr; Hoyt Buford, owner of property situated in the .proposed
annexation, stating that Mr. Buford wished to go on record as favoring the
annexation, was read and filed.
There being no comments or protests from members ofthe audience,
the hearing was officially closed; and,

Zoni Ordinance
Tes. of Planning Commission approving text of the proposed zoning
ordinance for the City of Petaluma as presented and modified by the Planning
Commission and recommending to the Council that the text be adopted as
modified, submitted and filed.
This being the time set for hearing of protests or comments relative to
the proposed new zoning ordinance., - the Clerk stated that no written protests
had been received.
There being no comments or protests from members of the audience,

Letter from Teamsters' Local #624 dated June 27, 1962, asking: for
another meeting re City employees' salaries and benefits, read and filed. .
It was noted that this subject would be taken up later in the meeting
during discussion on the report of the Salary Committee.

Lettei from American Broadcasting Company dated July 2, 1962, re
installation of transmission tower, -read and filed
The Mayor stated that he had attended. a luncheon on : the subject matter
today, and from. his .understanding of the situation, the proposed tall tower
was apparently almost a "must ".for clearer television reception in this area.
The following resolution was then adopted:

Mayor Matzen asked that the Clerk forward a copy of this resolution to
Mr. Kent Bathurst, Assistant City Manager of "Santa Rosa.
REPORTS OF CITY OFFICIALS:
Council Committees
Salary Committee Report
Recommendation of the'Salary Committee dated June 28, 1962, re revision
of Ordinance No. 468 N. C. S. = (salary plan and fringe benefits), submitted and filed.
As a member of this committee, Councilman Gustafson explained that he
had not signed the committee report, because, after thinking it over, he was
of the opinion that employees should receive :3 weeks'vacation after 10 years,
rather than adding one additional day vacation per year after 10,years as recom-
mended in the committee report.
Councilman Crinella, Chairman of the Salary C6nimittee, then went over
the various recommendations, explaining the committee`s reasoning on same.
There was discussion concerning the committee recommendation which
read as follows:
"..... when an employee reaches the top step of 'his, salary range, he
shall then be placed in a cost -of- living - category, effective on his next anni-
versary date, such salary adjustment to be computed in the method provided for
in Resolution No. 2041 N. C. S. , ......
City Manager Robert Meyer pointed out that this recommendation could
result in a drop below what the employee had been receiving in his top step if
there should be a decrease in the cost -of- living.
Following considerable discussion on the committee's recommendation
relative to employees who were in the top step of their salary ranges it was
the decision of the Council to apply the cost -of- living factor, but to 'also have a
"floor" at the top step so that none of these people would ever receive a decrease
in pay.
Relative to vacations, the Assistant Dir. of Finance, Water Superintendent,
Dir. of Public Works and Fire Chief all stated that additional employees were not
hired in their departments for the purpose of vacation replacements.
Instead of the additional day per year for those employees with 10 years
of service, Councilman Solomon suggested that a .compromise might be reached
by giving 15 days'vacation to all employees with L2 or more years of service.
A motion was made by Councilman Colin, secorded by Councilman
Van Bebber, that the committee`s recommendation in regard to vacations be
accepted. The motion carried by the following vote:
Ayes: Councilmen Colin, Crinella, Ellis &. Van Bebber.
Noes: Councilmen Gustafson, Solomon & Mayor Matzen.

There were no objections to this line of procedure.,

Dave Young, Dir. of the Water Dept. went into the fasts and figures
involved in the construction of a one-million gallon tank and in the construction
of a two - million gallon tank, stating that based on his figures, it would be
about 100 years before the City would need a two - million gallon tank in the
subject area. He - also explained why it was not advisable to have all of the
City's water supply at one location, etc.

Mayor Matzen at this time asked Councilman Colin, Council representative
on the Water Commission, to see if it would be possible to schedule a joint
meeting of the Council and the Water Commission on either July 12 or July 180
Mr. Bob Wells, Argus- Courier Reporter, addressed the Council stating
that the Brown Act provided for closed meetings on personnel matters pertain-
ing to hiring and firing only.
The Mayor pointed out that the suggestion of Councilman Gustafson, in
connection with placing 4 employees in their top steps was to be discussed
during a study session, rather than a personnel session.
Mayor Matzen commented on an item he had. recently read in one of the
papers, wherein something was mentioned relative to the Council's not
keeping the press informed. He stated that so'far as he kneiV,' there had
never been anything deliberately withheld from the press or concealed .from the
public to his knowledge during the time he had been on the Council.
