- Regular meeting of the Council of the City of Petaluma called to order-by
Mayor Matzen,
ROLL CALL:
Present: Councilmen .Colin, Ellis, Solomon, Van Bobber & Mayor Matzen.
Absent; Councilmen Crnella & Gustafson.
CAT ION:
In the absence of Reverend Roy R. Ross, an invocation prepared for a
p'reviou's meeting was read by Mayor Matzen.
APPROVAL OF MINUTES
Minutes from the meeting of Dec. 17, 1962, . were approved as recorded.
PUBLIC HEARINGS
7:30'p. m, - Petaluma North Annexation #3
'This being the time set for hearing of protests and comments relative to
the subject annexation, City Clerk Gladys R. Wallin stated that no written protests
had beeii received.
" Mr. Bob Larsen, 391 Marshall Ave., asked if he could comment on the
subject annexation, even though he did not reside within the boundaries of same.
Mr._, Larsen was informed that his comments in this case, would have no bearing
on the'ma°tter, but the Council would be .perfectly willing.to hear them. Mr. Larsen
then stated that as a Cinnabar School Trustee, he objected to the effect this
anriexat o'n would have on said school district if the area were annexed to the
Petaluma: School 'District. It was felt that the matter of school boundaries should
.be left up to 'the 2 school districts involved and that it should not be decided by the
Co_unc'iI'.`
The City Attorney explained that considerable problems had arisen in the
past whei an annexation wag not taken into the Petaluma School. District, making
it-iecessary for ,re.sidents of the City to .send their children to the Old Adobe
School, even though a city school existed right across the street. Since that
time, the Council had passed a policy whereby all annexations were taken into
the , Petaluma School District,

It was the decision- of the Council to go over this m atter with the Ci ty
Attorney .at 7:00 p. m. on Monday, January 21.

and .-windowed envelopes, Councilman Vain Bebber stated that it had been his
understanding that such supplies were to�be purchased at the same time for the
Water Dept. and General City purposes as a matter of economy.
The City Manager was directed to check into this matter -and determine
if'- -i't was* necessary to make 'separate .purchases due to, varying. sizes, etc., or
if -these supplies could all be purchased for the various departments at one time.

City Manager Robert Meyer- reported. that the committee handling this

"RESOLUTION REQUESTING BOARD OF SUPERVISORS TO
PROVIDE FOR THE CONDUCT OF ELECTIONS IN THE CITY
OF PETALUMA BY THE COUNTY CLERK,
read and adopted by 5 affirmative votes, 2 absentees.
Council Submission of List of City Projects 'for 1963 -64
Mayor Matzen felt that from a financial .standpoint, the, Council was in
no position at present to formulate a long list of large projects of what, could'
be accomplished, but he believed it would be well to review the list of "proposed
capital outlay projects which had been submitted last year, many of which had
to - be taken care of, based on He was of. the opinion that the annexation,
sewer and water district policies o the City had been too conservative,; that the
staff should come forth with programs for their depa.rtm.riments this ,year; and,
that if the City was going to have industrial and commercial business locate ii1
Petaluma, these businesses would have to be shown that the City wanted to
cooperate with them.
The Mayor believed that one way of helping business in town would be by
improvement of parking facilities in the down -town area., Also, relative to the
down -town area he felt that the , Council would have to provide the leadership to
show that certain buildings would have to be taken down and, perhaps rep- laced,
Mayor Matzen thought that some of the property owners were quite complacent
about this and that many of the old buildings should lie condemned. He was of
the opinion that the City Inspectors would have to become stricter in their'
demands for compliance with the codes, and that the would -have to
back them up.
Councilman Ellis suggested that consideration be given to the ,reconstruc-
tion of the McDowell Bridge as soon as possible, as the situation was' becoming
worse each day,
A discussion regarding sewer extension policy was to :be held at a study
session on January 28,
The Mayor informed members of the Council of an invitation which had
been extended to them and the City Manager by Supervisor Shoemaker to attend
a meeting at the County Administration Bldg. at 3;00 po m, this coming
Wednesday. This meeting was to be held for presentation of plans with respect
to the proposed'County bond issue.
Mr. .Meyer at this time told the -Council of a meeting on the proposed
highway user's tax to be held in :Santa Rosa next Friday. Mr. Meyer' and Mr,
Scott had been invited to attend this meeting and Mr. Meyer felt that he could
have a report prepared on same for presentation at the next Council meeting.

this time welcomed jo the. meeting by Mayor Matzen, g
Mr. Ron Lappin, new News Director for Radio Station ICTOB, was
introduced to the Council at this time.
ADJOURNMENT:
There .being no further business to come before the Council, the meeting
was adjourned,
