None, 1 INVOCATION - I ,Invocation was given by Reverend Harlan Selvey, Evangelical Free Church, APPROVAL OF MINUTES: Minutes from the meeting of February 18, 1963 were approved as recorded. 1 PETITIONS & COMMUNICATIONS: ' . :. 1 .. - Copy of application before ABC for on -sale beer license - Rhythm Club, 354 : Petaluma. Blvd. North, submitted and filed. The application had been approved by Chief of Police Del Maestro. A portion of the letter read as follows`: "I believe Petaluma has qualified personnel to fill projected department head vacancies in the immediate future, hence, I seriously question the advisability of opening top echelon positions to outsiders. Further, I am strongly against a pencil and paper test being the determining factor in the selection of department heads, " Councilman Gustafson stated that he had not been present at'last Monday night',s study session when the Council "s decision re appointment of Fire' Chief had .been made, Councilman Gustaf.son's letter of resignation from the City Council, dated March. 4,, 1963 and effective_ immediately was then read and filed. Councilman Gustafson left the meeting. The time was approximately, 8: :,00 p.--m. „ I (cont'd) - 1. - March 4, 1963 Appointment of Department Heads - cont °d Mayor Matzen was sorry to see Councilman. Gustafson resign without first discussing the subject matter. Reading over some of the letters which had been, received, the Mayor felt that many had not fully understood the decision of the Council iii regard to appointment of a Fire Chief to fill the vacancy which will be, created by the .retirement of Chief Eaglino The Mayor remarked that he was, happy to see such a large gathering of citizens in the Council Chamber and, for their information briefly went over the City's present financial situation, explaining that additional revenues would be necessary in the very near future. . A communication from Councilman Crinella dated March 4, 1963, setting forth his ideas concerning appointment of department heads, was read and filed, A motion was made by Co:ucilman Colin, seconded by Councilman Solomon, that the resignation of Councilman Gustafson be accepted with regret. Thee motion carred.by 6 affirmative votes. Councilman Colin stated that he was in favor of the examination procedure, but felt that it should be kept within the departments as long as there were qualified people available, Members of the audience who addressed the Council on the subject- matter were: Mr. Robert Brunner, Mrs, Grace Vallier, Mr. John Graves, Mr. William Symons, Mrs.. Harold Vallier and Mr. Dalton Dray, R`e Co D. Emergency - Hospital Letter- from Welcome Wagon International, Inc.. dated Feb. 27, 1963', re emergency hospital for the care of citizens in the event of disasters, submitted . and filed, Mrs. Barbara Denham, Welcome Wagon Club, addressed:.the Council stating that members of her organization had looked all over town for a building which the owner would allow to be used for an emergency hospital. However, their attempts had not been successful, Mrs. Denham then asked the Council's assistance in this endeavor, After some discussion, the City Manager was directed to pursue this matter to the best of his ability. . Mro Meyer asked that the local newspapers and radio- station publicize the fact that anyone who owned a building which they would be willing to donate .the use of, should contact the City Manager or Mr. Ralph Kostka of the County Civil Defense Office. Communication from Cinnabar School Board dated Feb.: 20,, 1963, urging the Council to revise its policy on annexations to allow annexations -for school. purposes to be made as separate consideration or to be included 'in other- annexations when mutually agreed upon by the Board of Trustees of the School Districts involved, submitted and: filed, Copy of resolution adopted by the -City of Oakdale, approving and. urging the adoption of California Assembly bills Nos. 316 and 462 (exemption of'raw materials from personal property taxes within the State of California), submitted and filed, At. the suggestion of Councilman Tan Bebber, this communication was referred to the County Board of Trade and the local Chamber of Commerce for their opinions, -2- 1 1 34 March 4, 1963 REPQRTS OF C.t'TY .OFFICIALS - City Mana . 1 Claims approved for payment by the City Manager were submitted and filed; whereupon, Res. #3152 No Co So introduced by Councilman Crinella, seconded by Councilman Colin, approving claims' and bills Nos, 2010 to 2060 inclusive and Nose 1426 to 1443 inclusive, was adopted by 6 affirmative. votes, Committee Reports Traffic: Committee Report of Traffic Committee dated .Feb. 28, 19.63, submitted and filed, The Traffic Committee's report was then accepted by a motion made by Councilman. Van Bebber and seconded by Councilman Solomon, The motion carried by '6 affirin°ative votes. At the .request of Councilman Crinella, the Traffic Committee was to invest the .feasibility of installing 'a traffic signal at the intersection of Western Ave, and Howard St. Council Odor Problem Committee Report of Councilman Ellis dated March 1, 1963, re investigation of'' various methods of odor control, read and filed. Councilman Ellis stated that one of the businesses he had checked on in the southern part of the State, White Feather Co-op, was going to keep him informed on any' new methods they heard of to eliminate odors, City Manager Robert Meyer reported on information he had been receiving from Mr, Lilly, San Francisco Bay Area. Council, concerning control of odors, It had been learned that a research proposal had been filed with the National Institute of Health for a research branch at the University of California to conduct a pilot platit study which would include; research on odor problems such as those allegedly caused by poultry wastes and rendering plant operations. Mr. Meyer noted that he had .informed Dr, William Oswald, University of California; that he would be most happy to arrange for him to visit such plants in the Petaluma area, City Hall Awning - 1963 Specifications for City Hall awning 1963 were submitted and filed; whereupon, Res, #3153 N C� S. introduced by Councilman Solomon, seconded by Councilman Ellis, entitled, ."'RESOLUTION APPROVING THE •PLANS AND SPECIFICATIONS ".' ENTITLED, 'CITY HALL AWNING - 1963' AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR SAID WORKS. " was adopted by 6 affirmative votes. McDowell Creek Flood Project Copy of letter froih Sonoma County Flood Control & Water Conservation District dated March 1, 1963, giving progress report on subject project and s'tafiig that, as far as could be anticipated, the McDowell Creek Project should be com..plet,ed this calendar year, submitted and filed, Inasmuch as copies of this letter had just been received by the Council, the matter was held over until the next meeting. At the suggestion of Councilman Crinella, the City Manager was directed to .arrange for' a meeting of the Council and Flood Control representatives for discussion of the matter, prior to its coming before the Council again.* 3 March 4, 1963 Capital Outlay Electrical Program (Sewer Treatment Plant & "B ". St. Pump.) Report of Dir. of Public Works dated March 3, 1963, setting forth breakdown of proposed expenditure to rev panels, conduits & controls Sewer Plant & "B St. Pump, submitted and filed. There being no objections, the City Engineer was directed to proceed with this project as outlined in his report. Recreation, Parks Commission 1963 Swimming Pool Program Recommendation of Recreation, Parks Commission dated March :1,. 1963, that the City continue to handle the summer swimming program in Petaluma, submitted and filed. As there had been some money left over from last year's swimming program after expenses, the City Manager stated that he would recommend that the City handle the program again this year, However, he suggested that the financial picture be watched very closely. The Council was in agreement that the recommendation of the City Manager should be followed. 9;05 po m. A recess was declared at this time. Authorizing Execution of Agreement with North Mar_in Water Dist, City Attorney Ed Robert told the Council that the agreement had beet. amended. as directed at the .last meeting. After some d`iscu'ssion relative to future annexations to the -North Marin and Petaluma Water 'Districts, etc, , the subject ordinance was introduced, as follows: Ord. #676 No C. CONSIDER OF NEW OR UNFINISHED B USINESS : S u nyslope Annexation - 1963 Councilman Colin requested some sort of report on annexations of large areas -so that the Council could determine if they were feasible from the stand- point of additional policing, fire protection, etc. required by same. Mr. .Meyer 'stated't1 �dt'he` was now in the process of gathering information for the purpose of determining the additional costs involved in annexing property to ,the City. Councilman Van Bebber pointed out that the subject annexation was necessary because of the sewage problem in the area., Mr. Larry Parks asked if it was true that those properties in the area already having sewers would not be included in the proposed sewer assessment district. He was assured that this was true, The following resolution was then adopted: Res. #3154 N. C S introduced by Councilman Colin, seconded by Councilman Solomon, entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS 'SUNNY SLOPE ANNEXATION 1963'. '' . adopted by 6 affirmative votes. Library Bond Election Mrs. Dorothy'. Bert ucci, Library Board, and-Librarian Edna Bovett answered various questions presented by the Council and members of the audience. On the basis of the majority vote received in the last library bond election, Mrs. Bertucci stated the Board felt that the proposal should be put back on the ballot without change. Councilmen Colin and Ellis stated that they were against putting this measure on -the ballot. However, Councilman Ellis stated that he would not vote a°gd`inst putting it on the ballot° Citizens who addressed the Council on the subject were: Mr. W. E. Coate, Mr. ..Brand Johnson, Miss Bartonette Coggins and Mrs. Rich Evans. Election - cont °d- Ayes: Councilmen Crine.11a, Ellis, Solomon, Van Bebber and Mayor Matzen. Noes: Councilman Colin. Mrs. Bertucci hoped that the papers would publicize the fact that the Library Board meets once -a month and would be happy to discuss the costs involved, plans, etc, , with anyone interested, Mr. Meyer at this time reminded the Council of the following meeting_ s: Meeting on Juvenile Problems, etc., on March 7th. Board - of Supervisors meeting tomorrow re Petaluma River.
