Adjourned meeting of the Council of the City of Petaluma called to order by 'Councilman Crinella, Vice President of the. Council. ROLL- CALL. Present: Councilmen Colin, Crinella, Ellis, Solomon and Van Bebber. Absent: Mayor Matzen. PETITIONS & COMM ,Letter datpd March 18, 1,963, received from Howard S. The Council was now with the Loss of personnel because 't had not kept - pace on salaries in the la t few :.years; the cost of operating the City had increased; etc. Mr. Meyer went on to ,say,.' that if the measure passed, he felt the tax'rate could be held at '$2; 06; t he entire o 60¢ increase would -not be applied right away, According to his figures, the -$2 06 tax rate would provide for salary increases; the addition of 'two people to ' public safety departments:; z and,' ..,gave ,approximately $30;`000 for capital' outla.y'projects., This rate would also provide approximately $49 OOO;.for the library budget, $16, 000 for recreation and $50, OQO for parks If; the rate iease were defeated, Mr. Meyer explained; that't would :definitely mean, curtailment of.City services° ` Exactly what would be cut would be a matter for the Council to decide.. She went on to explain °that, with this, fact in mind, the Library Board had requested the additional 0 10¢ tax for capital reserve., Other members of the .Library Board who addressed the , Council on the subject were•° Kenneth Wightman and Carleen Egan, The City, Attorney stated that none of the .resolutions before the Council at this time would establish the capital reserve fund requested the Library Board. However, after discussion on the subject, t; -was determined that the majority of the Council did not wish to establish such a tundo Dalton Dray, Recreation, -Parks & Music Commission, explained wty the Commission, had voted in favor of having only one measure on the ballot to cover the Library and 'Parks & Recreation tax rates, To a question by Mr, .Philip Joerger, Mr. Meyer answered that if the proposed tax rate should be passed, Petaluma's overall tax picture would be very comparable to other cities. After considerable discussion on the subject, a poll Was taken which revealed that the majority,'of the Council favored resolution #4, providing -for 2 Sep arate measu The vote in this 'poll was as follows? Resolution #4 wa then introduced, seconded and a tax rate of e 25¢ for Library and a 35,¢ for Parks & Recreation inserted therein, Mr. Robert stated that he did not. recommend adoption of this resolution as he felt: there was a possibility that,' if the'aneasures carried, it could, create a "stuttering charter; A 1.5 minute recess was then called to see if the subject resolution could not be reworded. The time was approximately 9.30 pa ma The meeting was called back to order. Mr. Robert again explained wh he did not recommend adoption of resolution #4a He .felt that if there were 2 separate measures saying the -same thing, there would be a section of the City Charter which would repeat itself and which might conceivably be contradictory. March 25, 1963 Airport Location for General Plan Gity Planning Director - Bob Byrd asked that he be authorized to work with the .County 'Planning Dept, on the - subject matter, A motion was then made by Councilman Van Bebber, seconded by Council - main Solomon,, that a request be directed to the County Planning Director, asking tha, the County Planning staff participate in the review of the airport location. The motion. carried by 5 affirmative votes, 1 absentee, Appointment of Councilman to Fill Vacancy Created by Resignation of Milt* n A e Gustafson This' resolution was tabled for the time being. Councilman Van Bebber pointed out that no names for this appointment had actually been considered by -the Council as a whole as yet. Acting .Mayor Crinella commented on an article on the subject appointment which had, „ appeared in today's Argus-Courier, stating that he believed it might be well. for the paper to review its policy on such matters. To a question by Mr. John Cavanagh, Jr, , the Assistant Dire of Finance answered that the money collected from the . "A" St. Parking Lot went into the Parking' Meter Fund, Mr., Meyer informed the Council that Professor Oswald, University of Caldfo , would be making a tour of those industries in the area which create odor problems. Members of the Council wishing to take this tour on April 2 were asked to contact his office. Relative to a request made by:the Chamber of Commerce concerning courtesy parking for visiting drivers during conferences or conventions, the Council agreed to abide by the same policy which had been established in October of 1961. 1 ADJOURNMENT: There being no further business to come before the Council, the meeting. was adjourned, Attest City Clerk” Mayor -.5 -
