ROLL CALL: Present: Councilmen .Colin, Crinella, Ellis, Solomon, Van Bebber and Mayor Matzen. Absent: None. 1NVOQAT1ON: Invocation was given by Reverend O. Victor Magnussen, Elim Lutheran .Church. APPROVAL 'OF MINUTES: M'Inutes from the meetings of March 8, 18 and 25, 1963, were approved j . as recorded. PUBLIC- HEARINGS: 7 30 0, m. - Petaluma North Annexation. #4 This being the -time and place set for ;the hearing of protests and' comments on the subject annexation, the City Clerk announced that - no written pr6tbsts* had been - received-. Mr. Robert Whisnand, 1385 Petaluma Blvd.. North, addressed' the Council stating that he -did not favor the annexation I of his property to the City of Petaluma at this time, -as he could ' see no advantage in it. Mayor Mat.ze,n-noted that the only legal protests were those submitted in writi-n.g. , However, the Council would be happy to hear any comments Mr; Whi;snand had to make. There was general disc'ussion relative to the various benefits which could be derived through aPexation to the !City. It was his "understanding ffiat a1l school bodrds in the area would be represented at this meeting. (cont' d) I a April 1, 1963 Letter from Wilmar Union School Board - cont'd Mayor Matzen remarked that this was a situation on which the Petaluma School Board and the rural school boards apparently could not reach an agree- ment. The Council, was therefore placed in a rather precarious -position in . establishing a policy which would meet with -the approval of all involved. It was the decision of the Council that the subject matter be placed on the agenda -for the next regular meeting, Notice of North Bay Div.. League ,of Calif. Cities quarterly meeting to be held in -Healdsburg, April 20, 1963, . submitted and filed. Mayor Matzen at this time appointed Councilman Ellis as the City.'s- representative on the Executive .Board, North Bay Div. League .of Calif, Cities, to fill.the. vacancy created byithe resignation of Councilman.- Gustafson Letter from Board of Library Trustees da March 28, 1963,, asking that the Council go on record in favor of A ssembly Bill 590, concerning the .improvement and extension of local public library service, read and filed. City Librarian Edna Bovett and Councilman Crinella explained to. the. Council the benefits to be gained by the Cooperative Library System; wh'er'eupon', Res. #3169 No Co S introduced by Coun:cilm.an seconded by Councilman Solomon, entitled, "RESOLUTION URGING PASSAGE OF ASSEMBLY BILL NO. 590, " was read and adopted by 6 affirmative votes, Letter` from Justman Flying Service dated March 30, 1963, . requesting that the City consider placing the Petaluma Sky Ranch Airport on .the .Petaluma General Area Plan, ,read and filed. The letter pointed out that since the adoption of the General Plan, the Justman Flying Sery -ice and the .Petaluma Sky Ranch A.irport had been contacted by several qualified investors. The one request of these investors had been that the Petaluma Sky Ranch A- irport be shown on the General Plana Inasmuch as the sale and future of , a large expenditure in -private capital and private enterprise depended upon this, it was requested that the matter be given immediate oon'sid eration. Mayor Matzen and Councilman Van Bebber stated that they had received calls -from Mr '.Justmdn concerning this matters . CounQilma n Van .Bebber stated that, in view of a pending sale, he could well understand Mr.. Ju'stman's anxiety in wanting to have ,this matter settled as soon as possible,. He realized this was actually a County affair, but believed the City would be influential in the matter, City Planning Director Bob Byrd stated that he had talked to ;a member of the County Planning Staff and had been informed that they would p'robably�nof'be able to free any of their staff members in the next 3 or 4 weeks to wofk--on °the -joint report concerning the location of the airport. T --)Cl - Several members of .the •Council were of the .opinion -tha the present° airport location was satisfactory. A motion was -then made by Cou`ncilma'n Van Bebber, seconded by Councilman Crinella, that the Council believes -the present airport location should be adopted as the airport location on the General Plane The motion carried by 6 affirmative votes. Councilman .Van Bebber felt that this change in the General Plan w.ou1'd take the same procedure as any other change, The poll just taken would' merely serve .to indicate how the Council would probably re-act. The Planning Director was then asked not to send the .letter to the County Planning Dept. which -he had been directed to write at the last meeting. -2® s 5 3 April 1, 1963 . As he reviewed these. bills, Mr, .Robez;t' told the Council of those to which the League of California Cities . was opposed. Mr. Meyer stated that he .had - received a call. from. To a q:u;es.ti!on by Councilman Crinella regarding the status of the Linda Del Mar Subdivision litigation, the City Attorney answered that he expected to have ;the complaint on file this week and out for service shortly thereafter. Mayor.Matzen and Councilman Van Bebber remarked that they had read with -regret of Councilman Crinella °s decision not to run again for the office of City Councilman this coming June. Councilman Crinella stated that he had enjoyed his work with the City.
