CONSIDERATION OF BIDS City Hall Awnings - Report of Bid Opening on April 4, 1963 . :Report on bid- opening.on subject project dated April 4,' 196.3, signed by Dir. of Public Works and recommending that the contract be awarded to'`the low bidder, C - Thru Aluminum Awning Co., submitted and filed; whereupon, Res. #31:77 N. A motion was made by Councilman Colin, seconded by Councilman Crinella, that the paving on Howaard Street be laid from gutter to gutter and that an 1. additional inch of pav'i - n! g be laid on Payran Street. Sewage Gas Purifier, 1963 - Report of Bid. Opening on April 12 Report of Dir, of Public Works dated April 12, 1963 recommending awarding of contract for sewage. gas purifier to the low bidder, EIMCO (Process Engineers), submitted and filed; whereupon, Res. #3179 N. C. S. introduced by Councilman Crinella, seconded by Councilman Van Bebber entitled "RESOLUTION.AWAR,DING CONTRACT FOR THE PURCHASE OF ONE (1) SEWAGE GAS PURIFIER. " was read and adopted by 7 affirmative votes. PETITIONS :& COMMUNICATIONS° Letter from R. C. Williams appealing to the City Council for a hearing re waiter service from Wilson Street to back of property on Hopper'Street, submitted and filed. Using a map of the area involved, Water Dept, Director Dave Young pointed out why he had refused Mr. Williams' request for a water connection, from Wilson Street.- The property to be - serviced was on Hopper St. -and Mr. Young did not believe it should be serviced off of Wilson St. He explained. that this would require easements through other properties, etc. Mr. Young went on to say that there was no exi�stiing water main on Hopper St, However, if Mr.' Williams did pay for the construction of a water main to his property, this cost would eventua lly be refunded to ,him. If property . owners were allowed to connect in the manner requested by Mr. Williams, it was possible that no water main would ever be constructed on Hopper Street. The hearing on the matter was then set for May 6 by the following resolution: Res. #3.180 N. C. Mr. John Mitchell, one of the owners of the subject property, _briefly, explained how they proposed to develop it. There was discussion relative to the improvement of one portion of street' which would be partially in the City and partially in the County. Albin Bonda, on behalf of the Old Adobe School Board, protested the annexation of the subject property to the Petaluma Elementary School District. Before taking any action on this, Councilman Van Bebber felt that the Council shrould first be certain that the merchants on the street involVed had been contacted and that the street would be accessible to fire fighting equipment. Councilmen Brainerd, Ellis and Colin were than appointed as a committee h . to determi e if- the merchants were agreeable to the closing of the street in front of their places of business. At the suggestion of Councilman Solomon, the City Manager was directed to arrange a study session for study of the subject report. Mayor Matzen stated that he was very sorry to hear of Mr. Scharer'_s leaving the City and wished'`him well in his new position with the Redwood Empire Savings & Loan Assn, Water Commissio Memo, from Water. Commission advising Council of the Commission''s approval of the Water Dept, budget for 1963 -64 was reported by City Manager Robert H. Meyer, Due to changes in personnel, etc,, the City Manager at-this time requested an extension of time in which to submit the preliminary budget for the General City. operations to the Council.
