Present: Councilmen Brainerd, Colin, Crinella, Ellis, Van Bebber and Mayor Matzen. Absent: Councilman Solomon. INVOCATION: Invocation was given by Reverend Fred R. Williams 1 l I relative from. the determination of the Water Dept. relative to water service for lot on Hopper Street, the Council was adVised that 'no further communications on the subject had been received. The or'igina'l request for a hearing, filed by the City Cterk on April 4, 1963, was re-read at this time, and the City Attorney briefly went over the events leading up to the public hearing. Mr Robert explained that' h as inasmuc there was no existing water main on Hopper Street, the owner of the -subject lot was desirous of secu =ring easements through private proper and connecting into the. water main on Wilson Street, The Wat . er 'Dept.. Director did.n6i favor this procedure, feeling. that it would set a' poor precedent. He'-f t' elt that property should be serviced off of Hopper Street. Mrs. L. C. He pointed out that the requirement of an 8" water'main was in accordance with the Layton report. (contd) 6.6 May 6, 1963 _Appeal from Water Dept, Determination - cont'd Mr, Wing, :the rea estat man who ',had sold the subject lot, stated that he believed there were extenuating circumstances involved in this case. Although they could well understand the. problems. Mr, & Mrs. Williams faced, members of the Council seemed to feel that they should not set a poor precedent in this case by deviating from the present requirements of the City Code. A motion was then made by Councilman Colin that the Williams' appeal be denied. The motion was seconded by Councilman Ellis and carried by 7 affirmative votes. CONSIDERATION OF BIDS: 12''' ACP Western .Ave, Water Main Relocation - Report on Bid Opening of April 25 1963 City Attorney Ed Robert reported that the low bid on the subject project had been received from Ray Anderson, Santa Rosa, in the amount of $10 3`04.:30; whereupon, Res. #3191 N, C. The,City Manager'stated .that , the staff was 'checking with other cities who were now` h the process of making studies of this problem. Councilman Van Bebber stated that Professor Osw Id, University of Calif. , had suggested this problem might overcome by a chilling process. He then suggested that a few blocks of ice be purchased and that this b(j tried for a few days. The City Manager was directed to discuss the matter with the City Engineer. 3 E May 6, 1963 City Manager Robert Meyer reported on the present status of the -Small Boat Harbor Loan Bill, stating that it should be on the Assembly floor tomorrow° Mr. Meyer also informed the Council that the last City Charter Amend - ment, concerning long term leases, had been ratified by the State Legislature in March. The City Manager advised the Council that agendas and reports were now being mailed by his office to the-Council candidates, Councilman Crinella commented on an article which recently appeared. ' in the Argus °Courier., stating he had gathered from the wri'teup that reporter Bob Wells was under the, impression that the Council was- ready to -appropriate money from the Water Department. Councilman Crinella was of the opinion. that the Water Department might 'be charged for certain operating costs which would be justifable However, if the -Water Department did. have excess revenue, he, personally, would prefer •to lower. the water rates, rather than appropriate such funds for General City use.
