Regular meeting of the Council of the City of Petaluma called to order by
Mayor "Matzen°

annexation, the City Clerk announced that one written protest. had been received
from Carlisle S„ Gutermut:e. The communication, dated May 28, 1963, protested
the inclusion of Mr% Gutermate's 25,, 94 acres hi the subject annexation, and was
read and filed by. the Clerk.,
In the absence of Mr. John Gutermute, who had asked to address the
Council. on this matter, the hearing was held over until later in the meeting„

Res, of Planning Commission recommending rezoning of A. Po 46-051-3

Mr. Nathan Thompson addressed the Council stating that eventually there
would be 3 accesses to the subject property. Also, the manufacturing firm to
locate •there would be hiring all local people.

Mr, Ken Styles addressed the Council stating that this letter was meant
merely as a: progress report to the Council,

-T John . Gutermute addressed the Council protesting the annexation of
f the Gutermute property. He believed the taxes would be increased considerably
more than the previously stated amount of $63. 00, inasmuch as the .Land 'w.ould
probably be designated as 'residential after annexation, He was also concerned
that the annexation of the land would have an ill effect on the deal on which. his
family had been working for quite some time, for the subdivision of the entire
Gutermute ranch In reference to the- City's having to maintain approximately
20.00 feet. of Ely Road if the Mitchell property were annexed in another manner,
Mr. G'uterm.ute stated that eventually the City would be maintaining this entire
portion of Ely Road anyway„
Mrs. Stella Von Arx protested the annexation of the - Gutermute property
as proposed,,
Calling attention to the proposed sewer mains for the amlexation, Council:-
man. C.r. inell:a. suggested. that the 'developer construct the main through the
Gu.termu Le property. Mr. John Mitchell stated that he had. no objections to this.
For the information of those present, Councilman Van'Bebber went over
the Council's reasons for including the Gutermute property in .the proposed
annexation. T-le pointed out that if the annexation were accomplished in the
mariner suggested by the Gutermute's attorney, it would actually be a limited
annexation, Iii. other words, it would not be possible to annex to contiguous
property unless more laird came into the City between the annexation and the City.
This method would also include some 2000 feet of roadway which the City would
have to maintain. Relative to taxes on the Guterm.ute property, as he understood,
it would be due for reapp.r.a :isa;I and reassessment in the near future regardless
of whether or not it were annexed, Councilman Van Bebber further pointed out
that the Council was looking at this matter from. a standpoint of 'the best `interest
of the City of Petaluma and felt that the inclusion of the Gutermute property was
the most logical way to proceed with the subject annexation,

Mayor Matzen complimented Councilman Van Bebber on his appointment,
sta,ting that he realized this recognition was the result of his diligent work along
these lines for qu some, timew The Mayor felt that this was a wonderful thing

City Manager Robert Meyer. told 'the Council of a meeting to be held in the
Council. Chamber on Wednesday, June 5, for the purpose of answering questions
the public might have concerning Measure "A
Mayor Matzen asked that as many Councilmen as possible attend this
meeting and requested•that_the meeting be publicized by the local newspaper.
The Mayor,at this time reminded the Council of a study session to be held
next: Monday night on the subject of the City's fire alarm system.
Mayor Matzen stated that the -Planning Commission had received notifica-
tion that Mr. Stoneburner had again applied for a use permit on the same parcel.
of land. and that this would be before the Board of Zoning Adjustments at their
meeting, of June 6. The Mayor went on to say that he wished people would take
the time to actually view the proposed Boat Harbor site so that they would realize
its location in relation to the City sewer plant. He felt_ that many people had no
idea of the actual location of the proposed harbor and that many were under the
impression that it was located much closer to the sewer pliant than it actually was,
The Council was told of a request from the Odor Problem Committee for
a, meeting with representatives of the City at 3 :00 this coming Friday, for the
purpose of submitting their report. .
The Mayor then appointed Councilmen Crinell:a, `Tan Bebber and himself
to meet with the Committee, together with the City Manager and any other member
of the staff who might be of assistance in this matter,

Czty� Planning Director Bob Byrd stated that the proposed access road for
the - subjec%' project had been planned much 'too close to the future l'ocd't %on�of a

fact that no lot °spl.it map had been submitted on the project, He went on to say
that he;.had contacted the Po G., & E. Co. on this and, for - the time being, their
access road would be off of Corona Road However, Mr. Byrd had asked that they
locate it as far away from. the future interchange as possible, He noted that. in the
future., an access road would be constructed off. of McDowell Road,

Washington, Creek Erosion, Problem
Mro Fred North, San Carlos Drive, told the Council of the problem
residents along the Washington Creek were having with river bank erosion. It
was felt that this was becoming quite a serious matter and that something should
be done in the very near future,
Several other residents of the area addressed the Council, further
explaining the problem involved.
City Attorney Ed Robert explained that the respo� slhl lty thlg at-W

problem,
