ROLL C ALL Present: Councilmen Brainerd, Colin, Crinella, Ellis, Solomon, Tan Bebber and Mayor Matzen. A b pnt None. READING OF THE CALL FOR M EETIN G: Notice of the Special Meeting called for June 10, 1963, the certificate of the City Clerk of the delivery of said notice, and the consent of the members of the City Council to the holding of said meeting, submitted and filed. Re U se Permit Gra -rated Delm Stoneb.urn by Sonoma County Bd of Zo nin g A djustme nts to Co Livestock Auction Yard in Lakeville Area .:_._ J The Mayor briefly went over the history of the subject use permit, stating tha t the purpose of this meeting was to decide whether or not the City should appeal the action the Board of Zoning Adjustments. Councilman Ellis suggested the appointment of an impartial committee to give the Cotfncil a clearer picture of the situation and report their recommendation by Friday :of °this week,, Mayor`,Ma.tzen did not favor this line of procedure. He felt that it would be all but impossible to find anyone who would be impartial. in the matter at this time. Mr Delmar Stoneburner addressed the Council stating that he felt he would, be improving the area in which he planned to locate his auction yard, ina srimucb as a fertilizer business had been operated there and he planned on improvements which would make the site an asset to the area, rather than a detr , iment , . if he were not granted the use permit for the auction yard, Mr. Stoneburier felt that he would have to obtain a dealer's license to operate the fertilizer plant now located on the site, Supervisor Shoemaker addressed the Council stating that he would support the feeling Of -the Council in this matter and recommending that no further committee be appointed by the Council on the subject matter at this time. Mt, Ned Davis, Petaluma Chamber of Commerce, stated that the Directors of .the. Chamber were of the opinion that the City should appeal the decision of the Boa -rd of - Zoning Adjustments, and at the same time, ask that the County make that area. a study zone which would allow sufficient time to complete the study there, VIr., Davis felt that the City should know, within the next 8 months or so, whether Or not, the proposed Boat. Harbor would be constructed. Other members of the audience who addressed the Council on the subject Were Howard H'eggum and John Gibbs. The majority of the Council expressed the opinion that the. City should appeal th'e of the Board of Zoning Adjustments, because of the location of the -proposed auction yard in relation to the Boat Harbor site; the petitions received from people protesting the auction yard in the area; etc,. Also, it wa felt that if the s ibjecIt permit were granted, the State would not approve the proposed Boat Harbor,. Councilman Solomon stated that if significant progress was not made on the proposed harbor within a year's time, he would then go along with Mr. Stoneburner's request. Mayor Matzen felt that the City and County should attempt to assist Mr Stoneburner in finding a suitable location for his auction yard. He made it clear - . that' ffie City was definitely interested in any business wishing to locate in the Petaluma area. (cont'd) -1- June 10, 1963 Stoneburner. Colin, entitled,, "RESOLUTION' DIRECTING THE STAFF TO TAKE - THE. NECESSARY STEPS TO APPEAL FROM A DECISION OF THE SONOMA COUNT' BOARD OF ZONING ADJUSTMENTS. read and adopted by the following vote: Ayes: Councilmen, Brainerd, Colin, Crinella, Solomon, Van Bebber and Mayor 'Noes: Councilman Ellis.
