'This being the time 'set for public hearing on the subject matter, a communication from Chester L. Jacobsen, dated May 31, 1963, a- ppealing the decision of the City Planning Commission which denied Mr. Jacobsen's application for a variance to'ailow a substandard lot area for. additional dwellings at 621 North Webster Street was, .read and filed. Petition received `by :City Clerk on June 14, 1963, containing a.pproximatehy 38 signatures - of citizens having no` objection to Mr. Jacobsen`s proposed develop° m nt, read and filed. Report of City Planning Director dated May 21, 1.963 recommending denial',, of subject variance application, read and filed; minutes from City Planning Commission meeting' of May 21, 1963, re subject variance application, submitted And filed, Letter from City Planning Director dated June 12, 1963, setting forth.' State Automobile Association. dated June 6, 19639 stating that City of Petaluma has received a Pedestrial Safety Citation in the 24th -Annual AAA Pedestrial Program Appraisal for not having a single pedestrian' fatality during the year of 1962 read and filed Letter. from Sonoma County Flood Control & Water Conservation..District da -ted -June 11, 1963 enclosing copy of the proposed 1963 °64 preliminary budget for Petaluma Basin Zone 2-A, read and filed.. Answering a question by Mayor Matzen, the City Manager stated that he had requested a meeting with the Flood Control people concerning the Washington' Creek bank erosion problem, but had not received a reply as yet. Mr. Meyer pointed 'out that the proposed budget would cut the tax rate from o 10¢ to � 09¢, which he believed was not a good idea, considering the amount'of ,neces`sary projects and the fact that construction costs were increasing each year After further discussion, a motion was made by Councilman Van Bebber, seconded by Councilman Solomon, that the City Manager be instructed to write a letter to the Flood Control District, the Board of Supervisors and our. own Supervisor, suggesting that the tempo of projects be stepped :up rather than retarded and further stating that the City certainly does not go along with 'cutting the tax rate. The motion carried by 6 affirmative votes, .1 abstaining vote, (Before roll call. �on the foregoing poll, Councilman Crinella stated that!.he would abstain from voting, due to the fact that he was _presently negotiating with the Flood Control District on a personal business matter. Communication from Everett A. Matzen dated June 12., 1963, submitting � his resignation as Mayor of the City of Petaluma, effective Juune.30, 1963, read and filed. _2 June 17, 1963 ,REPORTS OF CITY_OF'F City Manager Claims approved for payment by the City Manager were submitted and filed; whereupon, Res., #321.6 N„ Co S, introduced by Councilman Brainerd, seconded by Councilman Ellis, approving claims and bills (Nos. 2442 to 2622 inclusive and Nos. .1670 to 1.689 inclusive), was adopted by 7 affirmative votes, Presentation of 1.963 °64 Budget_ The preliminary General City Budget for 1,963­64 was submitted and:filed. Report of City Manager dated June 17, 1963, setting forth. suggested . 11 1 method of .determining a fair. share that the Water Department should pay to the ' , C -ity's General Fund for rental charge, miscell.a.neous . equi.pment maintenance charge administrative service charge and in lieu ta.x charge,, read.and filed.' Councilman Colin felt that some of these proposed charges were .justifiable, but others: were not. He also believed that this report should be submitted to the -Water Commission for .consideration before any decision was made by the , Council Other�=mbers of the Council, however., felt that this was a matter for the Council to. decides FbIlow,ing further discussion, a notion was made by Councilman Solomon that the .City Maiaa,ger's report be adopted by the Council. The motion was seconded by Councilman Vain Bebber and carried by 6 affirmative votes; Councilman Colin voted "no ",, Sewage Treatm P lant A dditions Plan's* & specifications on the subject project were submitted and filed. Mr, Jenks, Consulting Sanitary Engineer., addressed the Council. stating that these additions, consisting of a, centrifuge and a, laboratory, were in keeping with the Master Plan for the City's sewage treatment plant„ He - then explained, how-the centrifuge would operate, et:c. T' questions by Councilman Van Bebber Mr, Jenks answered that. there o were "any odor's emanating from the sewage treatment plant, they would be .caused. by. the drying beds which would be eliminated by the centrifuge, Relative to'.` stricter State •fequirements in the future, Mr Jenks stated that the City's present plant provided the ultimate in sewage treatment. He believed the bacteria count from the effluent would probably- be less than that of the River. " adopted `by 7 affirmative votes, Water Dept. Budget 1963 Councilman Ellis objected to the additional. man for vacation relief shown in the Water Dept. budget. Water Dept. Director Dave Young stated that they had felt this man Was necessary, due to the fact that they did have quite a painting program plainned for this summer. Before adopting this budget Councilman Van Bebber requested explanations on several items. It Was the decision of the Council to hold a study session next Monday night -for the purpose of going over the items in the Water Dept. budget., Co iicilmain Crinella at this time suggested that the Council take .a stand on the P. G. ' r & E. Company atomic plant at Bodega Bay, The other members of the: Council, however, felt that no such action should be taken. The matter was therefore dropped. MA'TZEN Mayor 1 M June 17, 1963 Petition on which additional names had been added to a copy of the petition filed on Feb. :18, 1963, requesting the annexation of inhabited territory in the Lakeville area to the City of Petaluma was referred to the City Attorney for - investigation. It was indicated that this would be the subject of a study session on June 24th. City Manager Robert Meyer reported having been contacted by M ra Leon Golden, Supply Officer, .Ordnance Section, Sixth Army Headquarter 0, Preo dle, relative to the government -owned cannon now located on the fairgrounds. The Army has offerod to take the field piece back if the City wishee to relinquish ita On motion by Councilman Van Bebber, seconded by CouncillM n Colin, It was agreed to relinquish all rights to the cannon.
