August 19, 1963, recommending the property be sold.

,Director of Public Works, Donald Scott, pointed out the location on the map,
and explained the e had been nothing but a maintenance problem, and 'Mr.
O'Brien has been paying the taxes on the triangle.
City Attorney Ed Robert stated the parcel should be sold by ordinance.
There being no objections from the Council, Mayor Van. Bebber directed the
City Attorney -to prepare the -necessary legislation to authorize the sale of the small
triangular parcel.

.Mr, .Mitchell addressed the Council requesting approvat of their proposal to
connect at Weaverly Drive because their greatest problem is acquiring an easement
and for several other reasons as set forth - in their letter dated August 12. Mr.:Mitchett
stated he had conferred with Mr. . and it may be. possible to negotiate some
type of an agreement with him for a sewer easement across his •property,
Mr. Crinella addressed the Co unc il stating he has a tentative map oti file and
sine the final map will differ slightly from the tentative map,, and since he is not
certain yet of the: location of the street easement, he would not want, too give a sewer
easement Where -there would be no street easement.
Ben Race, Consulting'Engineers of Santa Rosa, addressed the Counc -il requesting
approval to connect to the existing sewer on Weaverly Drive mainly because of the
economic feasibility. He felt ,that construction of the -East Washington line, woutd be
extremely difficult, though not impassible, because :of existing ga m ai n, water ma ins,
street improvements, underground utilities,, etc. =
Mr. Scott stated he had checked with several contractors and .Sonoma County
Flood Control and 01hough certa4 obstacles are present, the'line could be 'installed
without undue hakdship.
After further discussion, .a motion Was made by Councilman Gatos, seconded
by Councilman Batta that the matter be tabled, The motion carried by 6 affirm-
ative votes, l absentee.

Letter from Emery Cornish, h, Chairman, :Merchants Committee, Petaluma
-:Chamber of Commerce, dated •August 15, 1965, reported that it is the desire of
the majority of merchants to have the .Keller Street Parking Lof"meters on a two
hour limit at the' rate of 5¢ per hour, read and .filed.
The= Mayor 'stated he hoped the merchants were sure about their decision /•
because this would be the third time this 'lot had been changed. j
A .member of the -audience replied that the Chamber of Commerce had taken
a po11 in which 21 -merchants voted for -hour meters and only one merchant, voted
for a .ho.ur meters.
'Phere •being no objections from the Council, the City Manager was directed
io inform the Staff to make the change.

The Mayor felt that the most important part of the report was in setting forth

Application of Larry D.. Taylor to connect 43 trailer units and 1 utility -house
Report of Director of Public Works thereon dated August 19, 1963, recom-
mending approval of said application subject to the conditions as set forth in his
report., submitted and filed.
Mayor Van Bebber felt that every body in the district when connected ultimately
will pay $;594 per acre or construction costs Whichever is greater'. For people z
who did "not participate in the district, there would be an . added, penalty of $4 per front
foot to take care, of oversizing the line in the future, but people in the district,. should
,not b_e!assessed- $4 per front foot.
After much discussion, it was the decision of the Council, the connection charge
should not :be , less than $594 per acre for anyone. in the assessment district.

The. City Attorney suggested that as. soon ,as possible, a Council policy should
b'e a'dopted. by ordinan covering sewer assessment districts` a.nd providing these
connection charges be -set aside for sewer maintenance and improvement such as the
monthly sewer'sery ce charge. The mo ' ' could go into the same fund:
