Annual' A udit of Petaluma Water Department
The aiinua`l audit of Petaluma Water Department by Begley & -Deaton for the
period'ending_June 30,. 19'63, submitted and filed.
IVIr. 4. D. Smith, Jr., C. P. A . , recommended the reconciling of bank accounts
be transferred' to the finance department. He pointed out that the person reconciling
the bank accounts should'not be .involved with the deposit or disbursement of funds.
City Manager Rport Meyer explained in the past everyone. in the ;Water Dept.
was involved 'in some way with the handling of cash making it impossible to comply
with this :recommendation but now due 'to a re- assignment of personnel; `this recom-
mendation would - ZZ possible.

• The Mayor- directed the City Manager to proceed with this recommendation
and to givecopies of the audit to the Water Commission.
Mr, .Smith stated the accounting records were in very good condition:

stating why tolls-on the Richmond -San Rafael Bridge cannot be reduced to' equal the
tolls on San Francisco- Oakland Bay Bridge, and submitted and filed.

The City Clerk announced that the appeal filed by Mildred Blair re Use Permit OX"
granted R. O. Shelling to allow additions to a non - conforming use in a •C Zone of
unloading hoppers had been withdrawn.
REPORTS OF CITY OFFICIALS;
At this time, -Mayor Van Bebber commended Gladys R.. Wallin, City Clerk and
Director of Finance, on the - completion of 40 years of outstanding service as a member
of the .Staff,
The Council presented Mrs. Wallin with a beautiful silver tray and pitcher:
The .inscription on the , pitcher read,, "City of.Peta.luma honoring Gladys Wallin for 40
years of loyal service July -1, 1923, to July 1, 1963 ''.
Mrs. Wallin thanked the Council for the beautiful tray and pitcher and said,
she was completely surpr =ised by this presentation and that the -years with, the City
had been very interesting and pleasant.

Lakeville. Annexation
Letter- from the `Planning Commission dated August 28, 1963, recommending .,
the commencement of annexation proceedings for. the Lakeville area,, read and filed.,
Mr. Byrd gave a description of the area to be annexed and pointed out the
location on the map.
Various opinions were expressed..by members of the .Council ,regarding the.
proposed boundary lines for the :Lakeville Annexation.
At the suggestion of Councilman Colin, it was the decision of the -Council to
hold the matter over for furthe r study until, next Tuesday night, September, 10.
A 5'mihute recess was. declared. The time was approximately - 8:30 p. m.

After much discussion, it was the decision of the Council to invite ;M`r.. _Brody
to a study session next Tuesday night.. The -Mayor explained this was a public; meeting
and those residents concerned about the -feather problem were welcome to attend;
ADJOURNMENT:
There being no further business to come before -the •Council, the City Manager
asked the Council to adjourn to a .personnel session.
