October 7, 1963 Interim Sewer Policy - ('continued) Councilman Colin felt an interim policy should be established so that. there -could be some .kind of a guide until the master plan is adopted: Councilman Gans made a motion, seconded by Councilman Brainerd„ that the Staff be di- rected to develop! and present to the Couizc l an interim policy on o:utsid`e . sewer connectionsi pending completion of the study now being considered by the Council. The motion carried. by 7 affirmative -voters. Traffic Committee Report Report of Traffic Committee' dated. September 19, 1.963,, submitted and .filed. Councilman Gans noted there were: two sections of the> report, "unless other- wise directed by the City Council, will be accomplished in the ,near future less otherwise directed by the.-City Council, no further ac_tion,, except as noted, will be: taken: At the suggestion of Councilman Gans,, it was the :decision of the Council to. act separately on, each section. - - Mr,,. Mr. Meyer explained letters had been sent to the r_nerchants in the area Ito obtain their- opinions regarding the prohibitin g of left turns and the possibility of eliminating parking along this portion of Washington Street during peak' traffic hours: Councilman. Gans felt the Council ;should wait fora reaction, - from .the business - men in the area and that it will be necessary for the- Traffic lComm'itte�& to make further study of f h i S problem because: the, Committee dial not recommend any action. Mayor Van Bebber stated the Council would act only upon the first 13 with the exception of`No... ,5, and. that action on No. 5 would be withheld until the Council could have an opportunity to look 'into the 'situation. Councilman Gaits wanted the record to show he requested that hereafter when one of these licenses come up, the! Council be presented with rnore,'adequate informa- tion before he is asked to tacitly approve.t. Annual Audit General City Annual. Audit for the City of Petaluma for th& fiscal- yea -r 1962-- 63, - -- submitted and filed. , Letter from Begley & Deaton, A cco:uiitants, da ed September :19, 1963, re recommendations in accounting procedures to improve efficiency and internal control. The matter of having a, m o r- .e complete audit made next year was discussed. a l3 October 7, 1963 Annual Audit - General .City (continued), Mr. Smith stated he felt the City could 'be given an unqualif iM audit for $3, 000 with one condition. Since the City did not receive.an unqualified for the previous year, in.certain areas'such as fixed assets, it may be necessary to attach a qualifying statement such as was attached to the City Waster Department A -edit.
