DESIGNATION OF LOCAL HISTORIC LANDMARK,
QUINN RESIDENCE, 503 2ND STREET, APN 008-192-002, FILE #07-SPC-0134-CR
AND AMEND THE ZONING MAP BY ADDING AN HISTORIC DISTRICT OVERLAY
WHEREAS, the City Council finds that the Historic and Cultural Preservation Committee
filed with the City Council its report set forth in its minutes of May 10, 2007, and pursuant to
Zoning Ordinance No. 1072 N.C.S., and the Central Petaluma Specific Plan, recommending that
the subject structure at 503 2nd Street, Assessor's Parcel No. 008-192-002 be designated in the
City of Petaluma as a local historic landmark, and,
WHEREAS, the City Council finds that the Planning Commission filed with the City Council
its report set forth in its minutes of May 22, 2007, and pursuant to Zoning Ordinance No. 1072
N.C.S., and the Central Petaluma Specific Plan, recommending that the subject structure at 503
2nd Street, Assessor's Parcel No. 008-192-002 be designated as a local historic landmark; and,
WHEREAS, the City Council further finds that said Historic and Cultural Preservation
Committee held a public hearing on said proposed amendment on May 10, 2007 and that the
Planning Commission held a public hearing on said proposed amendment on may 22, 2007,
after giving notice of said hearing, in the manner, for the period, and in the form required by
said Ordinance No. 1072 N.C.S., as amended, and,
WHEREAS, pursuant to the provisions of Zoning Ordinance No. 1072 N.C.S., as amended,
the City Council finds as follows:
The property at 503 Second Street will help the City further the objectives, policies and
programs of the Community Character Element of the General Plan to:
Objectives:
(j) Preserve Petaluma's architectural heritage.
(k) Retain the unique qualities and architectural flavor of downtown.
Programs:_
(24) Formally identify significant historic buildings and areas.

(25) Create one or more historic preservation district(s).
2. The property at 503 Second Street will help the City further objectives, policies and
programs of the Historic Preservation section of the CPSP to:
Policy 3.2, Recognize the properties at 503 Second Street, 206 "E" Street, 110 "G" Street,
and 523 Petaluma Boulevard South as having historic significance.
Policy 1.7, Conduct additional historical research on individual properties and prepare a
nomination for designation as a local historic landmark.
3. In accordance with the historical evaluation prepared by Diana Painter of Painter
Preservation and Planning (dated September 2006 with cover letter dated March 7,
2007), the subject structure at 503 Second Street is of local historic significance, both due
to its association with Lucien Benoit and because it is an excellent example of the
Craftsman architectural style. Additionally, the integrity of the house has been
maintained.
4. The project site shall be subject to the control and standards contained within the
Central Petaluma Specific Plan and Article 17 of the Zoning Ordinance.
5. The proposed project is exempt from the requirements of the California Environmental
Quality Act (CEQA), Section 15331, Class 31, which allows for maintenance and repair of
existing facilities in a manner consistent with the Secretary of Interior Standards for
preserving, rehabilitating, restoring and reconstructing historic buildings.
NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS FOLLOWS:
1. The above recitals are true and correct and hereby declared to be findings of the City
Council of the City of Petaluma.
2. That pursuant to the provisions of Zoning Ordinance No. 1072 N.C.S., the City Council has
held a public hearing and finds that the proposed designation is in general conformity
with the Petaluma General Plan and the Environmental Design Plan, and further, that the
public interest, convenience and general welfare as set forth in Article 17 of Zoning
Ordinance No. 1072 N.C.S., Sections 17-401 .1 and 17-402 and Chapter 9 of the Central
Petaluma Specific Plan are served by the proposed designation, and based upon the
evidence it has received, and in accordance with findings made, the City Council
hereby designates the property located at 503 2nd Street as a local historic landmark.
3. Pursuant to the provisions of Zoning Ordinance No. 1072 N.C.S., and based upon the
evidence it has received and in accordance with the findings made, the City Council
hereby adopts an amendment to said Zoning Ordinance No. 1072 N.C.S., so as to
amend the zoning map for the property herein referred to as 503 2nd Street to add a
historic landmark overlay, in accordance with the recommendation of the Historic and
Cultural Preservation Committee and the Planning Commission.
4. The City Clerk is hereby directed to post this Ordinance for the period and in the manner
required by the City Charter.

5. The following conditions of approval shall apply to the property to at 503 2nd Street:
The nominated structure shall be placed on Petaluma's register of
historic places.
2. Prior to final map recordation, the designation shall be recorded by
the applicant or the historical consultant with the Sonoma County
Recorders office as a deed restriction. Proof of such recordation shall
be provided.
3. Prior to final map recordation, the applicant or the historical
consultant shall file the DPR Form for the subject property with the
Information Services Center. Proof that DPR Form has been filed, shall
be provided.
4. Future additions/modifications to the residence shall be in
accordance to with the Secretary of Interior Standards for Treatment
of Historic Properties with Guidelines for Preserving, Rehabilitating,
Restoring, and Reconstructing Historic Buildings.
IF ANY SECTION, subsection, sentence, clause or phrase or word of this Ordinance is for
any reason held to be unconstitutional, unlawful or otherwise invalid by a court of
competent jurisdiction, such decision shall not affect the validity of the remaining portions
of this Ordinance. The City Council of the City of Petaluma hereby declares that it would
have passed and adopted this Ordinance and each and all provisions thereof irrespective
of the fact that any one or more of said provisions be declared unconstitutional, unlawful
or otherwise invalid.
