Regular meeting of the Council of the City of Petaluma called to order by
Mayor Van Bebber.

RESOLUTION OF CONDOLENCE:
M emorial to Albert Overton, Cit Trea

"RESOLUTION OF CONDOLENCE TO THE
FAMILY OF ALBERT OVERTON.
WHEREAS, Albert Overton passed away on, March 12th, 1964, after having
served this City as Deputy City Treasurer and City Treasurer for over twenty - eight
years, and
WHEREAS, this Council desires .to express, in the permanent record of this
City, to the surviving family of Albert Overton its deepest sympathy for their loss,
NOW, THEREFORE, BE IT RESOLVED as follows:
Albert Overton was a loving husband, father and grandfather, and a devoted,
cheerful public servant, giving freely of his time and effort to the fiscal and monetary
affairs of this City since March 4th of 1935, when he was appointed to assist the then
City Treasurer, Frank Myers.
On July 1, 1949, Albert Overton was appointed City Treasurer and served
continuously as such until his death. During his service, he was responsible and
accountable for all monies, received' by this City and carried this responsibility with
honor and efficiency. The burden of caring for the hundreds of thousands of dollars
was cheerfully met. As City Treasurer, he managed, and invested as the need arose,
the proceeds of ten major bond issues, the last of which was the Water Revenue Bond
issue of 1959. In addition, he was directly involved in the fiscal management of ten
assessment districts.
"Bert" was a warm, friendly and cheerful person, carrying with him a courteous
manner that endeared him to all his associates. He enjoyed people and people enjoyed
him. This Council, our predecessors and the City Staff found their association with
him a rewar.dmg, experience. His departure is a loss deeply felt by all the City, the
members of this Council and the City Staff.
BE IT FURTHER RESOLVED that, on behalf of every citizen of this City, the
members of the City Staff :and for itself, this Council expresses to the surviving family
of "Bert" Overton the extreme regret at the untimely passing of their loving husbaixd,
father and grandfather.

BE IT FURTHER RESOLVED that this regular meeting of the City Council of
the City of Petaluma be adjourned in the memory and respect of Albert Overton.
BE IT FURTHER RESOLVED that the City Clerk be and she' is hereby directed
to forward a certified copy of this resolution to the surviving members of the family. "

Control, approved by Chief Del Maestro, submitted and filed.
Letter from State Division of Highways, dated March 6, 1964, re progress
,2 made in developing the California Freeway and Expressway System, read and filed.
The Mayor noted that he had written to the City Council of Sonoma asking them
? to co- operate with the City of Petaluma in urging legislative approval of the expressway
route between the City of Sonoma and Petaluma as designated in the DeLeuw- Lather
report.

Petitions for annexation, containing the signatures of 25 qualified electors,
submitted and filed: '

Old Adobe Days
Mr. John Fox, executive director of the Old Adobe Days Fiesta committee,
addressed the .Council wanting `the City to participate in the festivities by the use of
a truck and two men to assist in cleaning up the Old Adobe eucalyptus grove.
Councilman Gans made a motion, seconded by Councilman Ellis, that Mr.
Fox be assured a specific amount will be set aside when the budget is prepared.
Roll Call on this motion carried by 6 affirmative votes, 1 absentee.
Budget Section 134. 211
City Manager Robert Meyer said an additional appropriation for budget section
134. 211 would be necessary because of the extensive painting program.
After some discussion, it was generally agreed that the necessary legislation
be prepared to add a $l, 000. 00 to this budget section.

After some discussion, it was the decision of the Council that legislation
be prepared to approve this connection upon the condition that Mr. Goodnight start
annexation proceedings immediately.
