Minutes from the meeting of April 6, 1964, were approved as recorded.

This being the .time set for hearing of protests and comments on the - subject
annexation,. the City Clerk announced that 30 written protests had been received from

While the City Clerk was reading the names of the petitioners >protesting the
subject annexation, Councilman Colin entered the Council Chambers., the .time .being
approximately 7:;35 p. m.
The City Attorney explained that in view of the fact that protests have been
filed, it would be necessary to continue the hearing for 10 days to permit supplemental
-protests to be .filed; At that time, a determination will be -made as to whether there is,
or is not, a, maJority .protest.
Mayor Van Bebber then closed the . public hearing and announced that the hearing
will be continued on the 4th of May.

Summer -Irrigation Rates
After a lengthy discussion, Councilman -Ellis made a motion, seconded; by'

Councilman Qans, that this matter bereferred back to the Water Commission for
a recommendation from the Commission within the next two weeks.
Atlantic Pacific; -Builders
Mr. ; Byrd addressed theCouncil and asked if it would be in ordet for the
Council to reconsider the application of AtlanticPacific,-.Builder,s so that one point
of the proposal might be clar Mr; .Byrd felt that perhaps one -point could - be
clarified by adding an additional provision to the agreement that annexation pro-
ct-10dinga, -be initiated or completed prior to recordation of the f inal map,
Councilman ,Gans made - a motion, seconded by - Councilman . ,Battaglia., that
the Council reconsider the -application on this basis. . Roll Call on this motion
carried by , 7 affirmative votes.

Atlantic Tacific Builders (continued)
Counc l'man:-Gan's , ad'e a motion, seconded by Councilman. Battaglia, -that
the intentio n' of the Council is to grant outside sewer connection to applicant
subject to the following conditions:
1, ..A,s the applicant proposes oto subdivide :the property no permit will be
granted until the subdivision is annexed , to. the 'City.
2. The City be consulted in all steps of the - subdivision and that all fees
normally due from a subdivider be -paid to this 'City.
3, Comply with all conditions as .set forth in the report of Director of Public
.Works re Application.: #6785, Outs ide Sewer.- Permt,.-Stuart A. Bartleson,, dated
April 6, 196;4.
Roll Call on this motion carried by 7 affirmative -votes.
Camera - Police 'Department
The C ty,.Manager'said the Police Chief had requested .permission.to purchase
an .8 millimeter camera and a projector. for the purpose of taking pictures of intoxicated
sub jects because the 16 millimeter camera that the Department is now using is in
need of several 'repairs and is more costly to operate. The , City - Manager noted that
a .projector would cost about °'$80.. 00 and $16. 50 for a camera:.
Counclman..Cavanagh, Jr., made a motion, seconded by Councilman Ellis,
that this purchase be -approved since the Police Chief felt that he has enough money
in his budget to cover this -purchase. Roll Call on _this motion carried by 7 affirmative
votes.
ADJOURNMENT:
There being no further business to come before the Council, the meeting was
adjourned to a ,:personnel session.
