Regular meeting of the Council of the City of Petaluma called to order by
Mayor Van Bebber.
ROLL CALL:
Present: Councilmen Brainerd, Cavanagh, Jr., Colin, Ellis, Gans, and
Mayor Van Bebber.
Absent: Councilman Battaglia.
INVOCATION
The invocation was given by Reverend Don Nickerson, United Church of Christ.
APPROVAL OF MINUTES:
Minutes from the meeting of April 13, 1964, were approved as recorded.
Councilman Cavanagh, Jr. requested that page 3 of the minutes of April 20,
under Summer Irrigation Rates, be added to read, "Roll Call on this motion carried
by 7 affirmative votes. "
Minutes from the meeting of April 20, 1964, were approved as corrected.
PUBLIC HEARINGS
Lakeville Annexation
This being the time set for the continuation of the hearing of protests and
comments on the subject annexation, the City Clerk announced that two additional
protests had been received from Mr. and Mrs. A. F. Lear and Arnold Ruonala.
The City Attorney stated that the total assessed valuation amounts to $54, 820
and that written protests filed prior to this time"
ime were .;$30, 560. It was noted the two
additional protests increased the protesting by $290. 00. The City Attorney statedIhe
had received a written request by Mrs. . Lillian Ramatici to withdraw a previous pro -
test which would appear to reduce the protests to less than 507.
Mr. John House and Mr.. V. K. Rosager addressed the Council stating they
would be in favor of this annexation.
Mayor Van Bebber then closed the public hearing.
These being no objections, this matter was held over until the next regular
Council meeting in order that the protests might be recompiled and an accurate
determination made as to whether there is, or is not, a majority protest.

The Mayor felt that this meeting would be very enlightening and. urged the v.
Council as well as the Staff members involved to try - to attend this meeting.
The City Manager was directed to poll the Council and Staff members involved
to see if they to attend this meeting.
Letter.from the League of California Cities, dated. April 23, 1 -964, re copy
of a letter from the City Manager of Fairbanks, Alaska., in which an appeal, is; made
to citizens for support of the Alaska :Earthquake Fund; read and filed,
It was noted that the Rotary Club had given $300. 00 to Crescent City.
Letter from. City Clerk. and .A uditor, Gladys R. Wallin, re respectfully tender
resignation as City Clerk and Auditor, , effective May 31, 1964; read and filed.
The Mayor said that Mrs.' Wallin,had been of great assistance. to him in his
seven years on the Council and that she. was always willing and ready to Ao whatever
she could. The Mayor,. speaking for each. one of the members of the Council, said
that they would certainly miss her and expressed the hope that she would have many
pleasureab,le years of retirement as.a .reward jor the services r. enderod to this City.
Mayor Van Bebber then asked that action on this matter ,b postponed- until
the next Council meeting so that the City Attorney would have time to formulate a
resolution.
