Mayor 'Van Beb�her.
ROLL CALL:
Present' Councilmen Battaglia, Brainerd, Cavanagh, Jr. , Colin, Ellis, Gans,
and, Mayor Van tebber.

The invocation was 'given by Reverend John Ja,kor, St., John's Lutheran Church.
APPROVAL OF MINUTES.
Minutes from the meeting of May 4, .19,64,, were approved as recorded.
PETITIONS' AND COMMUNICATIONS::
Letter .f rom the Youth and Adult Corr.ec , Qepartm ent of the Youth
.Authority, dated. May 6, 1964, re Officer Larry Higgins received one of the top three
scores-,qt the recent juvenile Law Enforcement Officer's Training Course, read, and
f iled.
Mayor Van Bobber :commented that the City is very p leased. and honored to
have such a fine Police Officer on our F&ce. . He added, that many men, of higher rank
competed in this ;c6 uk, se, and-for Officer Higgins to have finished in third place, was
certainly an accomplishment,
The City Manager Was directed to express the pleasure of the Council to
Officer Higgins.

WHEREAS,, GLA,DYS R, WALLIN has served this City for over forty
years, and on May 4th',, 1964, submitted her resignation - ift order to pursue relaxation

WHEREAS, this Council desires to make a permanent record and
spread in full upon it's minutes its deep appreciatjon the loyalty, competence, ability
and cheerful, patient service rendered by Gladys ;R. Wallin to this City, and
WHEREAS, s Council, on behalf of itself, its predecessors and each
a-pd individual Of this City, desires to expres's, its sincere hope that the retire-
ment for. this beloved 'lady 'of such olitstanding'chara c-ter and personality be of the most
,pleasurable,
NOW,. THEREFORE, 'BE' IT RESOLVED that this Council finds as follows,
1) "Gladys R. Wallin first entered the ;services of the City of Petaluma
on June Ist, 1923,' as b0puty Clerk and A uditor, at a time When the population, of this
City was in the neighborhood of 6, 000 people, having I a

she Was appointed City Clerk and Auditor , on June 18,, 1924,., to succeed the late Lym an.
Green. en.'' The*CitV CIQtk Auditor at that time: was an elective office and it is a.
tribute to the high esteem held for Gladys R. Wallin that she6 was elected to her posi-
tion in 1925, , and re- elected to her office without ithout oppositi I - at each and. every election
thereafter until the adopt-ion of the present City'Charter in 1947. Upon the adoption
of the present City C - harter, the office of City Clerk and Auditor became qppQintive,
and .her appointment fiats been continuous since 1947, . without the thought, of any person
holding public office ln this City, of over repla -ci zg her.
2) During her long tenure in office, Mrs. Wallin''s contributions to
this City have been outstanding. Her knowledge of" the administrative and fiscal affairs
of this :City are unpara leled. Her loyalty to this City and. to her position is,, and. has
always been, of the highest calibre and of such. a naaure that shez inspired the grea test
devotion and, co- operation imaginable. No per +son who has ever had the privilege of.
doing business with or beiiag associated with Gladys R. Wallin can ever say but this
is a person who :i's. a :Iady,igii.the highest sense of the word.
3) Since the. adoption of the present City Charter in 19:47,, Mrs. Walli
has served five City Managers, and has seen. the .:City grow to its present population.
of more than 16, 000, with. the, City now employing over one hundred people. A s this
City grew, Mrs,. Walln's dutiesi grew in proportion. She has been directly responsi-
ble for, and in charge of; every ;m`uni°cipal election since her appointment, including
freeholder :elections. charter election, bonds of all kinds, a ilexations and the other
varied election matters common to all municipalities. In ,addition =to the - , above enumer-
ated duties, as City A uditor, Gladys R Wallin has been personally responsible for,
and directly in charge of, the fiscall, affairs of this City since her appointment on
Ju -ne IR, 1924, presently a matter in dollars of over $l, 800, 000., 00, Her efficient
handling of these matters aided the 'democra ;tic process; a= nd -'ii should --be -noted that
at no time during, her- career has any action of hers `been questioned or challenged
for any - reason whatsoever. Few people .can match this record;
4) This, Council is of the, fir.m opinion that this City is fortunate_aszizo
other 'City in having had the services of Mrs. Wallin, as. her performance on behalf
of the. City and its citizens has always been of outstanding, quality„ This Council is.
prepared to state unequivocably that she is the outstanding Cify Officer of the: State
of California. Certainly, this .has `been. recogni'z'ed by other cities and :recognized. by
the League of California. Cities ,iii. that she :served as President of the- C1erk's, Audi-
tor's and Treasurer's Section.,of that state-wide organization. In her S'ervic'e to this
City and to the League of California Cities, her delightful ,personality aiid character
made a tremendous impact, bestowing great credit upon her,,,_ and, causing this, City.
to bask in, her reflection. -
Each member of" this Council,' and each member ,of the City Staff can
find nothing but the :highest praise for Gladys R. W:alliii and can only .state with the
greatest sincerity, "she has inspired loyalty and devotion'to all extent few are able
to do " In, the history of this City, po person -has been more selfless, nor had a.
more ear1est desire to'.be helpful to her associates than Gladys, always maintaining
a patient, kind and cheerful demeanor.
BE IT FURTHER RESOLVED -that this Council, on behalf .of; itself and
every.member of this City expresses its highest gratitude for her long; °loyal and
excellent 'service. to this City, and further fervently prays her retirement years will
be mosat pleasurable and that she receive all the. happiness in those. years she is
justly and deservedly due,
BE IT FURTHER RESOLVED that this Council regretfully the
resignation of !Gladys R. Wall -in, effective June lst, 1964.
BE IT FURTHER RESOLVED that a certified copy of this R�esolutioi .

she came in contact.

Clark M tthieasep, Chairman of the Recreation, Commission, invited the
C to meet: with the.8'ecrea,tion., Commissioners at Walnut Park at. 5:00 p. m. for
a tour of the parks and for dinner .following 'at the Kenilworth Recreation Center.

this opportunity to thank the Council- for appointing her as City Clerk and expressed
a desire to perform her duties as well as Gladys did.

Payroll Deductions.
Mr. Meyer said .he had received ;a request from the Inter.iational Association
of Fire Fighters Local #1415, re requesting permission, to have payroll deductions
made in connection with a life insurance program.
Mr., Meyerr -felt this matter should be brought to =the att&ntion of the Council
for a decision since it would- be establishing a new policy.
The City Manager was directed to check into this problem and report back
to the Council.
