ROLL CALL: Present: Councilmen Brainerd; Mayor Van Bebber. Absent: Councilman Battaglia. INVOCATION Cavanagh, Jr. Ellis, Gans, and The invocation was given by Fath Tillman, St. Vincent's Church. APPROVAL OF MINUTES: Minutes from the meetings, of May '11 and May 18, 1964, were approved as recorded.. PUBLIC HEARING Cader. Annexation This being the time set for hearing:of protests and comments on the subject annexation, the 'City Attorney announced that no written protests had been received. There being no comments from members of theCouncil or audience, Ord. No. 728 N. C. CONSIDERATION OF 'BIDS: Street Repairs Report on bid opening on subject project dated May 28, °1964, signed by the Director of Public Works and recommending that the contract be awarded to the low bidder, W. K. McLellan Company of San An selmo, whereupon Res. No. 4038 N. C. S. introduced by Councilman Gans, seconded by Councilman Ellis, entitled, "RESOLUTION AWARDI-NG.CONTRACT IN ACCORDANCE WITH THE PLANS AND SPECIFICATIONS ENTITLED 'STREET REPAIRS, 1.964: adopted by 6 affirmative votes, 1 absentee. PETITIONS ,AND COMMUNICATIONS: Letter from Harry N,. Jenks and John H. Jsenk's, 'Consulting Sanitary Engineers, dated May, 26, 19'64, re statement of final payment of engineering fee due .includes an additional amount of $J50. to :cover the cost for special field engineering necessitated to insure proper 'installation of electrical controls and wiring, read and filed. It was -the decision of the Council to refer this matter to the City Manager for a report back to the Council'at the next regular meeting. q rY June 1, 1964 Letter from Harry. N.. Jenks and John H. Jenks, Consulting Sanitary .Engineers, dated May 26, 1964 re acknowledgment of fine cooperative relationship enjoyed with the: several City ,administrations and, staff du -ring the past 28 years a-nd - the employ - ment of another Consulting Sanitary Engineer makes it inappropriate for them to continue work for' tNe City, read and filed. .Referring to the first paragraph under comments and recommendations, it was noted - that 41 recirculating pump. had been operating on low speed which seemed to be contrary to. the best performa ce of' the plant, and.could possibly be the reason for some of the problems -at the sewer plant at. Christmas time.. The Staff was directed to find the answer to this question. City Manager Robert Meyer explained that the next report would not be re quired for three months mid that. he would have a recommendation to the Council concerning the best course of action to be taken before that time. ' Letter from Redwood Empire Association, dated May 19,1964 re requesting Council to adopt a resolution supporting second Golden Gate crossing studies, sub- mitted and fi=led. as J a study is being naugurated by the Bay Area :Transportation Commission and next < Mayor Van Bebber felt that this resolution was a little premature inasmuch g the next meeting is on ;Friday, June S. At the suggestion of Councilman Ellis, it was the decision of the Council to withhold action on this matter for two weeks. until the Convention has, had an opportunity to study the overall transportation problems of the whole bay area. Letter from Petaluma City Employees' Association, dated May 25, 1;964,, re recent survey of City employees indicates the majority of employees would like ,the Council to consider survivor benefit provisions under the State 'Retirement System., read and filed. / Mr. Louis Lakatos., President of the Association, addressed thet Council stating the Association felt.'this matter very important because they have no Social Security benefits and they would be happy to meet with a Council -committee to study this program. Mayor Van Bebber appointed Councilman Ellis and Gans to serve on this Committee. For .Budget purposes, it was suggested that a report be made back to the Council as soon as possible. REPORTS OF CITY OFFICIALS: City Manager Claims approved for payment .by the City Manager were submitted and. filed; Res. No. 4039 N. C. S. introduced by Councilman Cavanagh, Jr. , seconded by Councilman Gang, approving claims ° and'bills No.s.. 4260 to 4324 inclusive, and Nos. 2711 to 2729 inclusive, was read and adopted by 6 affirmative votes, 1 absentee. Placement of Telephones on Sidewalks City Manager Robert Meyer said he had received a request from the Pacific Telephone Company asking for permission to install . telephones- on the public side - w,a , lks. After some discussion, it wads' generally agreed by the. Council to direct the City Attorney to draw up the necessary legislation. Payroll Deductions r Director of Finance, C. G. Gealta addressed the Council concerning the request of Fire Fighters Local #1415 to have payroll deductions made in connection ,155f with a life insurance program. Mr. Gealta felt that the deduction could be made at this time with very little cost to the City, but. in the future, this service could not be provided without additional expenses to the City such as new -forms ai_id :a new payroll bar for the posting imachii e,. Councilman Ellis made a motion, seconded by Councilman Gans, that this type of .service be performed for thel firemen on the condition that this approval is subject to revision when and if other applications are made. Director of Public Works LaCresta Guard Rail Letter from' William N. Wurzberg, dated May 25, 1964,, re requesting Council to disregard the proposed construction of a guard rail along the front of property" ,located at 12 La Cresta Drive, read aiid filed. Mr. Wurzberg addressed the Council, regarding his views and stated 'that if a guard .rail were necessary, he would be willing - to share in the cost. It was the decision of the Council to have" the City Engineer meet with Mr. Wurzberg to cons ruct :a more satisfactory type of rail that would. be suitable to the City and Mr. Wurzberg. I adopted by 6 affirmative votes, 1 absentee. licy .re fire protection in areas in the process of annexation to the City of Petaluma The Mayor declared a 5 - minute recess in order that the minutes of previous meetings could be examined in order to determine how the "courtesy' fire protection policy had been established. The meeting was called back to order. The time wa;a approximately 9.:00 p. m. Excerpts from the meetings of A ugust 4, 1 and "December 19., 1960 re fire protection proposed annexations, read and :filed. Joseph Ellwood addressed the Council stating that in 1950 when he started with the Department, the Department answered calls outside the City in the fringe June 1, 19`64 areas and then sometime later (could not recall the date) an ordinance, resolution or some notifica,toh -was sent to the Fsre Department eliminating this: After that, only the, areas- pending annexation were given courtesy fire protection. After some discussion; 'Councilman Gans said he would have to vote against this re.s.olution because this resolution mentioned only- protection and would not r cover all City services. The City Attorney said this resolution would' ,be subject to the mutual aid agreements, whereupon ►. Res. Proposed 'Petaluma- Sonoma ENpressway City,Manager, Robert Meyer commented that Mr.. Green of the Division of Highways, said, that the Divis z was willing to recommend to the Legislature that the Petaluma Sonoma Expressway be approved, whereupon Res. No. 40.44 N. C.
